1. PROJECT OVERVIEW
Brunswick County is soliciting proposals from qualified businesses to provide processing
and transportation services for white goods and other scrap metal collected and stockpiled
at the Brunswick County landfill facility located at 172 Landfill Road NE, Bolivia, North
Carolina 28422, as more particularly set forth herein.
North Carolina Senate Bill 111 and House Bill 1109, ratified in 1989 and 1991,
respectively, prohibit the disposal of “white goods,” defined in N.C.G.S. 130A-290 as
“refrigerators, ranges, water heaters, freezers, unit air conditioners, washing machines,
dishwashers, clothes dryers, and other similar domestic and commercial large appliances,”
in municipal solid waste landfills. Additionally, under Section 608 of the Clean Air Act,
as amended, and 40 CFR Part 82, Subpart F, chlorofluorocarbons (“CFCs”) and hydro-
chlorofluorocarbons (“HCFCs”) must be recovered and recycled during the servicing and
disposal of air conditioning and refrigeration equipment.
The County received approximately 1,340.44 tons of white goods and other scrap metal
and 23.82 tons of automotive batteries at the County’s landfill facility during FY25-26.
Interested parties will be required to: 1) recover and/or recycle CFCs and HCFCs from
white goods collected and stockpiled at the County landfill facility, and 2) transport all
processed white goods and other scrap metal from the landfill facility to a scrap metal
dealer.
2. SCOPE OF WORK
Brunswick County has established the following objectives for this project. Any changes
to the specifications or Scope of Work will be made in the form of an Addendum to this
Request for Proposals and will be supplied to all known prospective contractors and posted
on the Brunswick County website. Notwithstanding the foregoing, contractors will be
responsible for ensuring that they have all addenda. Brunswick County may negotiate and
refine the final Scope of Work with the selected contractor. Brunswick County reserves the
right to negotiate additional services with the selected contractor at any time after the initial
contract award.
A. The selected contractor shall provide a minimum of two (2) 50-cubic-yard, open-
top, roll-off containers to be staged at all times, all equipment, materials, and labor
necessary to process and transport white goods, scrap metal, automotive, marine
and golf cart batteries, and propane tanks at the County landfill facility, in
accordance with all applicable laws, rules, and regulations, and shall be responsible
for all costs associated with performing the services. The selected contractor shall
remove, recover, and/or recycle refrigerants, compressors, capacitors, and oil for
each white good unit requiring such processing prior to sale to a scrap metal dealer.
The selected contractor may elect to process white good units, scrap metal, and
automotive batteries at the landfill facility or transport them to an alternative
processing facility operated by the contactor. All loading and transportation of
processed units and units not requiring processing from the landfill facility and/or
alternative facility shall be performed by Brunswick County landfill employees

utilizing Brunswick County equipment. The selected contractor shall transport all
required equipment and materials to the landfill facility within thirty (30) days of
request by the County, with the exception of Sundays and nationally recognized
holidays or other closures designated by Brunswick County. The landfill facility
shall be available to the contractor Monday through Friday, 7:30 am to 5:00 pm ET
and Saturday, 7:30 am to 3:00 pm ET, except in the event of closure due to holidays
or causes beyond County’s control to include, without limitation, natural disasters,
including earthquakes, hurricanes, or tornadoes; government shutdown; epidemics
or pandemics; or other catastrophic natural event or act of God.
B. Following the removal, recovery, and/or recycling of all refrigerants, compressors,
capacitors, and oil, the contractor shall haul the units to a scrap metal dealer. The
contractor shall adhere to any additional requirements regarding the preparation of
the units imposed by the scrap metal dealer at contractor’s sole cost and expense.
C. The contractor shall maintain records and submit monthly reports of all contractual
activities undertaken each month, or fraction thereof. The reports must be furnished
to the County on the 10th day of the next consecutive month following the month
for which the report was prepared. The contractor must remit payment to the
County within thirty (30) days. A final report, summarizing information for the
length of the entire contract period, shall be submitted by the 10th day of the first
month following the conclusion of the contract period. The reports shall include:
1. The total tonnage of white goods and other scrap metal (including
automotive batteries) processed at the landfill facility.
2. The total tonnage of white goods and scrap metal (including automotive
batteries) transported to scrap metal dealer(s).
3. Copies of scrap dealer receipts and/or invoices indicating tonnage of white
goods and scrap metal sold, and the revenues paid to the contractor.
4. The total revenue received by the contractor for the total amount sold.
5. The total volume of CFCs and HCFCs recovered and/or recycled from the
white goods.
6. Copies of certifications or other verification that all CFCs and HCFCs were
recovered and/or recycled in compliance with all federal, state, and local
laws, rules, and regulations for each of the white good units requiring such
processing, prior to being transported to market.

3. PROPOSAL DEADLINE AND SUBMISSION REQUIREMENTS
3.1 All proposals must be received by Brunswick County no later than August 26, 2026,
at 10:00 AM ET.
3.2 All proposals must include the following:
The proposal title and due date and time.
A cover letter/letter of intent on contractor’s letterhead, signed by an authorized
representative of contractor, expressly agreeing to Brunswick County’s terms
and conditions contained in this Request for Proposals and its attachments.
The contractor’s or company’s full legal name, address, and telephone number.
For companies, the North Carolina Secretary of State identification number
(SOSID) for the company’s organization or qualification to transact business in
the State of North Carolina.
The name, address, and telephone number of company representatives with the
authority to answer questions or provide clarification regarding the proposal’s
contents.
A list of key personnel to be assigned to perform the services and each person’s
qualifications. Personnel should possess relevant and diverse knowledge and
expertise in their respective fields.
The names of any and all subcontractors expected to perform services in
connection with the project and their qualifications. Include the estimated
percentage of work that each subcontractor is expected to perform. Brunswick
County reserves the right to accept or reject any proposed subcontractor.
A detailed Form of Proposal in substantially the form attached hereto and
incorporated herein by reference.
A full description of services and processes that will be implemented and
ongoing to complete the project in the most efficient, timely and comprehensive
manner.
The plans for ultimate disposal and/or recycling of all received CFC’s, HCFC’s,
and oil and the equipment and personnel to be used to ensure work finalization.
Any assistance requirements from Brunswick County.
A detailed company description and history, including the areas of expertise
related to the project.
A reference list of at least three (3) current projects or projects completed within
the past twenty-four (24) months for projects of similar size and scope,
including the name and telephone number of a contact person for each reference
listed.
Certificate of Insurance as evidence that contractor meets the County’s
Minimum Insurance Requirements attached hereto.
Contractors shall provide documentation sufficient to clearly demonstrate that their firm
meets or exceeds the requirements set forth in this Request for Proposals. Failure to
provide such documentation may result in the proposal being deemed non-responsive.

In addition to the foregoing, Brunswick County reserves the right to request financial
information for any contractor, in order to support the viability of the contractor.

Proposals must be received no later than August, 26, 2026, at 10:00 AM ET.
Brunswick County will not be responsible for the failure of any mail or delivery
service to deliver a proposal prior to the stated date and time. Regardless of the
manner of submission, any proposal received after the stated date and time will not
be considered. Incomplete proposals or proposals inconsistent with the required
format may be disqualified from consideration.
4. EXPENSES
Brunswick County will not be responsible for any costs or expenses incurred by the
contractor in submitting a proposal or for any other activities associated with this
procurement. Further, Brunswick County reserves the right to cancel the work described
herein prior to issuance and acceptance of any contractual agreement even if the Board of
Commissioners has formally accepted the recommendation.
5. RIGHT TO SUBMITTED PROPOSALS AND SUPPORTING DOCUMENTS
All written correspondence, proposals and supporting documents received by Brunswick
County in connection with this Request for Proposals will become the property of
Brunswick County. Brunswick County reserves the right to use any ideas in a proposal or
supporting documents regardless of whether the proposal is selected.
