General Information
The City of Kirksville (City) is soliciting competitive sealed proposals for depository and banking services from qualified financial institutions that are Federal or State chartered maintaining a full-service branch in the State of Missouri. Additional consideration will be given to Missouri chartered financial institutions operating under Missouri Law and located in the city limits of Kirksville, providing services are completed locally.
The initial term of the depository and banking services contract will be from January 1, 2027 through December 31, 2029 with the option to extend the contract for an additional full two-year term.
This RFP includes information that is confidential and proprietary and is not an offer to contract and does not commit the City to award business for supplies or services.
The City has six interest bearing checking accounts and two non-interest-bearing checking accounts used primarily as pass-through funds. The City reserves the right to open additional accounts in the future as needed and such new accounts shall be provided with the same terms as apply to existing accounts at the time. The City utilizes Tyler ERP 10 Software for its financial system processing (Positive Pay) and electronic file formats are in compliance with NACHA standards.
Occasionally, the City needs to set up a temporary account to handle receipt of funds or disbursements associated with a special project. No accounts are open for such a purpose at the current time.
The selected Bank will be required to coordinate with the City’s staff all the activities necessary to ensure a smooth transition. Conversion will begin in December 2026 and is expected to be completed by Thursday, December 31, 2026 at 5:00 p.m.
The City shall reserve the right to terminate the contract upon its stated expiration and solicit new Request for Proposals (RFP). The City also reserves the right to terminate the contract at any time with sixty (60) days advance written notice to the Bank.
The Bank selected will be whose RFP best complies with all the requirements set forth in this request and whose RFP, in the opinion of the City, is the most favorable taking into consideration all aspects of the responses contained in the RFP.
Three (3) copies of your proposal should be delivered or mailed in a sealed package clearly labeled Depository and Banking Services and addressed to:
