General work description:
The District of Columbia (“District”) Department of General Services (the “Department” or “DGS”), on behalf of the Office of Unified Communications (“OUC”), is issuing this Request for Proposals (“RFP”) to engage a contractor to serve as the general contractor (the “Contractor”) for the construction services of the demolition and installation a new Radio Tower at Metropolitan Police Department (“MPD”) 4th District Police Station, located at 6001 Georgia Avenue, NW, Washington DC, 20011 (the “Project”).
The Department is soliciting to procure the construction services of a qualified Contractor to provide all labor, material, tools, equipment and supervision and any other services necessary to perform the work for the Project. The work includes the construction of a new 500-foot telecommunications tower and the demolition and removal of the existing 400-foot tower, including the equipment shelter building underneath the tower, and also the demolition and removal of the existing 700-foot tower. The Department has engaged Alphatec PC (the “Architect/Engineer” or “A/E”) for the design and construction administration of the Project and the work shall be according to the Construction Drawings and Specifications included herein as Attachment B . The Contractor must coordinate the execution of the construction work with MPD, OUC, and DGS, as outlined in the construction documents.
OUC is responsible for the operation and maintenance of the Unified Communications Center (“UCC”) and the Public Safety Communications Center (“PSCC”). These centers serve to consolidate all communications functions of the District of Columbia, including 9-1-1 and 3-1-1, as well as Police, Fire, and EMS dispatching. OUC also supports all mobile data system solutions that extend Computer Aided Dispatch (“CAD”) functionality into the field using radios, Mobile Data Computers or Tablets, and Mobile Routers. The District operates a Motorola P25 radio network with ten remote sites located at various locations in the city. The UCC houses mission critical 911 call center network equipment, computers, servers, switches, routers, radio system master, and prime sites.
The location of the Project houses the MPD 4th District offices and parking facilities. The existing 4 th District tower project consists of two communication towers. One tower is a 700-foot-high self-supporting tower (“SST”), which houses active antennas still in operation by various entities, such as WMATA, Verizon, and governmental agencies. The other tower is a 400-foot-tall SST. Both towers are to be demolished and replaced with a 500-foot SST.
