Heritage Drainage Upgrades - Phase 1
|
|
Synopsis:
|
|
The City of Regina is providing advance notice of its intent to release a negotiated request for proposals (NRFP) for construction of Phase 1 of the Heritage Drainage Upgrade (HDU) Project utilizing trenchless construction techniques. Future proponents should be experienced in the installation of large diameter sewers by trenchless methods. Approved trenchless installation methods are anticipated to make use of Open Faced Tunnel Boring Machine (TBM) with Pipe Jacking installation but other suitable methods may be considered since means and methods including equipment selection is the responsibility of the Contractor.
Notable features and constraints of the project include:
-
Sewer depths vary from approximately 7 to 9 metres below grade.
-
Construction requires minimal traffic disruption to Winnipeg Street and Saskatchewan Drive. Two lanes of Winnipeg Street and Saskatchewan Drive (one lane each direction) must remain open at all times
-
The Contractor will be expected to use tight shoring for installation pits/shafts to minimize surface disruption. Excavations not using tight shoring methods will not be permitted.
-
Construction requires working in the vicinity of high voltage underground electric power, large diameter buried gas mains, buried water mains and sewer mains.
-
Construction may require disposal of spoils impacted from petroleum hydrocarbons at one or two locations.
Unless otherwise indicated, and subject to applicable exceptions and exclusions, this procurement is covered by:
Chapter 5 of the Canadian Free Trade Agreement
Chapter 19 of the Comprehensive Economic and Trade Agreement
Article 14 of the New West Partnership Trade Agreement
