Advertisement for Bids
Sealed bids will be received at the Marion County Commissioner's Office, 222 West Center Street,
Marion, Ohio 43302, until 9:15am on April 16, 2026, at which time they will be publicly opened and read
aloud, for the project known as Marion County Dog Warden's Office Pump Station and Force Main
Project. Contract documents, which include additional details of the Project, are on file and available at
www.co.marion.oh.us. Click on "Public Notices"
The proposals must be made on the forms provided in the Contract Documents and shall contain the full
name and address of the bidder. All bids shall be sealed and plainly marked "SEALED BID FOR
MARION COUNTY DOG WARDENS OFFICE PUMP STATION AND FORCE MAIN PROJECT".
Bid shall be accompanied by a Bid Security in the form of a bid bond in the amount of one hundred
percent (100%) of the bid or a certified check in the amount of ten percent (10%) of the bid. In addition
to the Bid Security, a one (1) year Performance Bond is required for this project in the amount of one
hundred percent (100%) of the total project cost and may be submitted with the Bid Proposal.
The Owner requires that all work associated with the project be completed before Friday, August 3rd
2026.
This is a prevailing wage contract in accordance with Ohio Revised Code Chapter 4111 and the
requirements of the Ohio Department of Commerce, Division of Labor and Worker Safety, Wage and
Hour Bureau. Bidders shall comply with all applicable provisions.
Engineer's Estimate:_$163,065.00
No bids shall be withdrawn for a period of (60) days after the opening thereof. Awarding of the contract
shall be to the Lowest and Best bidder as determined by the Marion County Board of Commissioners in
the best interest of the County. The Board reserves the right to reject any or all bids.

SCOPE OF WORK
Marion County
Dog Wardens Office Pump Station and Force Main Project
The Marion County Dog Wardens' Office Pump Station and Force Main Project consists of
replacing an existing Pump Station and 1.25" force main sewer with a new Pump Station with
Trash Trap and approximately 1489 LF of 2" force main sewer including all mechanical and
electrical services.
The resultant project shall be a turnkey facility including all electrical hookups.
The Owner of this project is the Marion County Board of Commissioners, 222 West Center
Street, Marion, Ohio 43302.
GENERAL INFORMATION
LOCATION
Work location at the Marion County Dog Warden's Office ,2252 Richland Road, Marion, Ohio 43302. The facility

PROJECT SCOPE
The Marion County Dog Pound Pump Station and Force Main Project consists of replacing an existing Pump
Station and 1.25" force main sewer with a new Pump Station with 'Trash Trap and approximately 1489 LF of 2"
force main sewer including all mechanical and electrical services,
SPECIFICATIONS
In general, these Specifications describe the work to be performed by the various trades, other than work specifically
excluded. It shall be the responsibility of the Contractor and Subcontractors to perform all work incidental to their
trade, whether or not specific mention is made of each item, unless such incidentals are included under another Item.
It is advised that the Contractor and all Subcontractors familiarize themselves with the contents of the complete
Specifications, particularly for the trades preceding, following, related or adjacent to their work.
In addition, the Contractor shall provide temporary power to existing and proposed equipment throughout the
construction period even if not indicated on Drawings and in conjunction with constraints listed in this Section.
CONTRACT SCHEDULE
'The Owner requires that all work associated with the project be completed before August 3", 2026.
PLANT OPERATIONS
The Contractor should take special note that the Marion County Dog Pound Facility must remain in operation at all
times unless outages are approved with the Owner. Time Restrictions for Performing Work, Monday through
Friday, 7:00 A.M. to 7:00 P.M.
INSTRUCTIONS TO BIDDERS
1. Receipt and Opening of Bids: The Marion County Commissioners invites bids on the forms attached hereto.
All blanks must be appropriately filled in. Bids will be received at the Office of the Marion County Commissioners
until 9:15am on April 16", 2026 where they shall be publicly opened and read aloud. The envelopes containing the
bids must be sealed, addressed to the Marion County Commissioner's Office, 222 West Center Street, Marion, Ohio
43302, and clearly labeled as "SEALED BID FOR MARION COUNTY DOG WARDENS OFFICE PUMP
STATION AND FORCE MAIN PROJECT". The Marion County Commissioners may consider informal
any bid not prepared and submitted in accordance with the provisions hereof and may waive any
informalities or reject any and all bids. Any bid may be withdrawn prior to the above scheduled time for the
opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be
considered. No bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof.
2. Preparation of Bid: Each bid must be submitted on the prescribed form and accompanied by all the documents
required by these specifications and all of the documents within this bid document package. All blank spaces for bid
prices must be filled in, in ink or typewritten, and the foregoing Certifications must be fully completed and executed
when submitted.
SPECIAL NOTE: Bid Blank Sheet shall either be printed in color to reflect the yellow background
or printed on bright yellow paper to designate it as the bid blank sheet. The Bid Blank Sheet
submitted for bid shall also have a colored tab placed on it so as to make it easy to distinguish during
the bid opening process.
Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, and
the name of the project which the bid is submitted. If forwarded by mail, the sealed envelope containing the bid
must be enclosed in another envelope addressed as specified in the bid form.
Each bidder must submit evidence of its experience on projects of similar size and complexity.
3. Method of Bidding: The Owner invites Lump Sum Base Bid price bids along with unit price bidding as
indicated in the Bid form. Base Bid pricing shall include all costs associated with providing a fully operable
improvement constructed in accordance with plans and specifications. If the lowest total responsive bid received
exceeds 10% of the Project estimate, the Owner may:
a, Reject all bids; or
b. Augment the funds available in an amount sufficient to enable award to the lowest responsive bidder or
bidders,
Bidder Qualifications: Bidder shall provide sufficient data demonstrating their qualifications to perform the
Work. Data provided shall include but is not limited to financial data, previous experience, present commitments,
subcontractor and supplier qualifications, and a list of equipment to be used on this project.
5. Bid Security: Each bid shall be accompanied by certified check from the bidder, or a bid bond prepared on the
form of bid bond attached hereto, duly executed by the bidder as principal and having as surety thereon a surety
company licensed in Ohio and approved by the Owner, in the amount of 10% of the bid in cash or certified check
and 100% for bonds.
Such checks or bid bonds will be returned promptly after the Owner and the accepted bidder have executed the
contract, or, if no award has been made within sixty (60) days after the date of opening of bids, upon demand of the
bidder at any time thereafter, so long as he/she has not been notified of the acceptance of his/her bid. Attorneys-in-
fact who sign bid bonds must file with each bond a certified and effectively dated copy of their power of attorney,
Bid security furnished in bond form shall be issued by a Surety Company or Corporation licensed to do business in
the State of Ohio.
6. Liquidated Damages for Failure to Enter into Contract: The successful bidder, upon his/her failure or refusal
to execute and deliver the contract and bonds required within ten (10) days after he/she has received notice of the
acceptance of his/her bid, shall forfeit to the Owner, as liquidated damages for such failure or refusal, the security
deposited with his/her bid.
7. Conditions of Work: Each bidder must inform himself/herself fully to the conditions relating to the
construction of the project and the employment of labor thereon. Failure to do so will not relieve a successful bidder
of his/her obligation to furnish all material and labor necessary to carry out the provisions of his/her contract.
Insofar as possible, the contractor in carrying out the work must employ such methods or means as will not cause
any interruption of or interference with the work of any other contractor.
8. Obligation of Bidder: At the time of the opening of bids each bidder will be presumed to have inspected the site
and to have read and to be thoroughly familiar with the plans and contract documents (including all addenda). The
failure or omission of any bidder to examine any form, instrument or document shall in no way relieve any bidder
from any obligation in respect of his/her bid.
9. Other Costs & Requirements: Bids must include all costs of performing the Work and all costs of fulfilling the
requirements of laws, rules and regulations pertaining thereto. The following is a partial list of ancillary
contract costs and requirements. Said list is provided for the convenience of Bidders, to assist in their inclusion of
all components of costs and fulfillment of all requirements, though this list does not recite all such costs and
requirements.
+Bids must include the cost of all required bonds (performance and maintenance).
+Bids must include the cost to procure all permits and licenses, to pay all charges, fees and taxes, and to
provide all notices necessary and incidental to the due and lawful prosecution of the Work.
+The minimum wages to be paid all labor employed on this contract shall be in accordance with the
schedule of prevailing wage rates in Marion County as ascertained and determined by the Department of
Industrial Relations, in accordance with Sections 4115.03 to 4115.07 inclusive of the Ohio Revised Code.
+ The Contractor shall take out and maintain during the life of the contract and for sixty (60) days
thereafter a blanket Bodily Injury and Property Damage insurance policy, in an amount not less than
$1,000,000.00 which shall protect him, the County of Marion, the Marion County Sanitary Engineer's
Office and any sub-contractor performing work covered by this contract from claims for damages or
personal injury, including accidental death as well as from claims for property damages which may arise
from operations under this contract, whether such operations be by himself or by any sub-contractor or by
anyone directly or indirectly employed by either of them. These policies must be so written as to include
contingent liability and contingent property damage insurance to protect the Contractor against all claims
arising from the operation of sub-contractor. Said policy shall name the County of Marion, the Marion
County Sanitary Engineer, their officials and employees as additional insured, and provide single limit
coverage, for bodily injury and property damage, of at least $1,000,000.00 for such additional insured
under the policy. It is further agreed that the Contractor will pay the County and County Sanitary Engineer
the costs, expenses and attorney's fees necessary to enforce this provision of the contract.
+Public Liability and Property Damage insurance secured to cover the operation of motor vehicles, both on
and off the site of the work, shall include hired carrier endorsement and non-ownership coverage.
+The Contractor shall take out and maintain during the life of the contract, Workman's Compensation
Insurance for all of his employees employed at the site of the project, and in case any work is sublet, the
Contractor shall require the sub-contractor to similarly provide Workman's Compensation Insurance for all
of the latter's employees, unless such employees are covered by the protection afforded by the Contractor.
The Contractor shall furnish and attach to each executed copy of the contract documents, a certificate
showing that the required premium payment has been made,
+The insurance policies secured in compliance with the above requirements shall bear endorsements
extending automatic coverage on all operations of the Contractor incidental to the performance of the work
to be done under this contract, whether the work is being done at the site of the project, or not.
+Until the final completion of the work and receipt of final payment, regardless of the receipt of any partial
payment or payments, the Contractor shall be responsible for any and all damages, injury, or the loss of
materials and equipment, whether incorporated in the work or not, and for all damage and injury to the
completed work, and the Contractor shall provide such insurance as, in his opinion, is necessary to protect
adequately his responsibility in this respect. In the event, any of the Contractor's operations cannot be
covered by endorsement of the general policies secured as above provided, additional and separate policies
shall be provided in amounts equal to those specified above to cover such operations.
+The Contractor shall not begin work under this Contract until he has obtained all of the insurance required
and such insurance shall have been approved by the County of Marion. The Contractor shall not permit
any sub-contractor to begin work on any sub-contract until all similar insurance required for the coverage
of the Contractor has been obtained and approved. Such insurance shall hold harmless the County of
Marion, the Marion County Sanitary Engineer and their respective agents and representatives for, or on
account of negligence of the Contractor and/or sub-contractor.
+It is the intention of this paragraph to hold the Contractor responsible for the payment of any and all
claims, suits or liens, of any nature and character, in any way attributable to or asserted against the County,
their officials, agents, servants, or employees as a result of the performance of this contract or asserted
against the County, County Sanitary Engineer, and the Contractor.
+In addition to holding the County of Marion harmless, the Contractor will provide the defense for the
County of Marion, its officials, agents, servants, and/or employees and will pay the costs of that defense,
subject to the approval of the County.
+If the claim, or action, or suit brought, charges the joint negligence of the County and the Contractor or
that the County is liable because of the action of the Contractor for a failure to oversee and/or supervise the
Contractor, the Contractor will hold the County, its officials, agents, servants and/or employees harmless.
and undertake to provide the County, its officials, agents, servants and/or employees a defense.
+Before final payment is made on this contract, a signed affidavit must be presented stating all bills for
material have been paid and that wages paid were in accordance with prevailing wage rates for this work.
+The County is exempt from all sales, excise, and transportation taxes, with the exception of State of Ohio
gasoline tax. Bid prices shall exclude all such taxes.
+All materials removed during the progress of the work called for in this contract shall be disposed of as
directed by Marion County or representative. Such disposal shall be done at the expense of the Contractor.
+Contractor shall comply with Section 4115.071, O.R.C. Payrolls, as specified in this bill, are to be
submitted to the Marion County Commissioners Office Attn: tslaughterbeck@co.marion.oh.us,
+Before starting construction work, the Contractor shall notify all utility companies in writing of the date
he proposes to begin his operations, in order to permit the utility companies to make adequate provisions
for the protection of their lines, pipes, cables, conduits, poles, etc. One copy of the Contractor's letter of
notification shall be delivered to the Marion County Commissioners Office.
10. Examination of Site: Each bidder shall and is hereby directed to inspect the entire site of the proposed work
and judge for himself/herself as to all the circumstances affecting the cost and progress of the work and shall assume
all patent and latent risks in connection therewith. A reasonable site investigation includes investigating the Project
site, borrow sites, hauling roads and all other locations related to the performance of the Work.
11. Working Facilities: The plans showy, in the general manner, the existing structures and the land available for
construction purposes. The bidders must satisfy themselves of the conditions and difficulties that may be
encountered in the execution of the work at this site.
12. Addenda and Interpretations: No official interpretation of the meaning of the plans, specifications or other
pre-bid documents will be made to any bidder orally.
Every request for such interpretation should be in writing and to be given consideration, must be received at least
five (5) days prior to the date fixed for the opening of bids. Any and all such interpretations and any supplemental
instructions will be in the form of written addenda to the specifications which, if issued, will be electronically
mailed to all prospective bidders (at the respective email addresses furnished for such purposes), not less than three
(3) days prior to the date fixed for the opening of bids. Failure of any bidder to receive any such addendum or
interpretation shall not relieve such bidder from any obligation under his/her bid as submitted. All addenda so
issued shall become part of the contract documents.
13, Signature of Bidders: The firm, corporate or individual name of the bidder must be signed in ink in the space
provided for the signatures on the proposed blanks. In the case of a corporation, the title of the officer signing must
be stated and such officer must be thereunto duly authorized and the seal of the said corporation duly affixed. In the
case of the partnership, the signature of at least one of the partners must follow the firm name, using the term
"member of the firm". In the case of an individual, use the terms "doing business as", or "sole owner". The bidder
shall further state in his proposal the name and address of each person or corporation interested therein.
14. Notice of Special Conditions: Attention of the bidder is particularly called to those parts of the General
Contract Conditions and other contract documents and specifications which deal with the following:
a. Insurance Requirements
b. Requirement for a performance bond for 100% of the contract price
c. Time-for-completion and liquidated damages requirements
d. Affirmative Action and Equal Opportunity provisions
15. Additional Obligations: Upon Contract Award: Upon award of the contract but prior to execution of the final
agreement and notice to proceed, the contractor shall submit all of the following documents, completed as required:
a. Insurance certificate(s) and/or policy(ies) including the Marion County Commissioners as additional
insured
b, Performance Bond, if not already provided
c. Statement on Delinquent Taxes
d. Statement on Campaign Finance/Lobbying Activities
