  1. MISSION & GUIDING PRINCIPLES

The mission of the Ohio Department of Mental Health and Addiction Services (OhioMHAS) is to provide statewide leadership of a high-quality mental health and addiction prevention, treatment and recovery system that is effective and valued by all Ohioans. OhioMHAS strives to be a national leader in implementing a comprehensive, accessible, and quality-focused system of addiction and mental health care and wellness for all Ohio citizens.
  1. PURPOSE

The Ohio Department of Mental Health and Addiction Services ( Ohio MHAS) is seeking proposals from qualified contractors to prepare the 2026 & 2027 cost report filing for our 6 Regional Psychiatric Hospitals (RPH) for submission and consult on Medicare Cost Report questions .
  1. BACKGROUND

OhioMHAS has 6 RPH’s providing care to Mental Health patients. We are required to annually submit Medicare/Medicaid Cost Reports and reviews on those 6 RPH are performed.

  1. SCOPE OF WORK AND DELIVERABLES

OhioMHAS and the six regional psychiatric hospitals are in need of a contractor for the following duties. The contractor will be required to review the previous fiscal years cost report filings for all RPH’s prior to submission. CMS consultation is necessary for cost reports, research, and other related Medicare/Medicaid issues in the recovery.
This will include but is not limited to:
  1. MINIMUM QUALIFICATIONS OF CONTRACTOR

Contractor shall not be subject to an “unresolved” finding for recovery under Section 9.24 of Ohio Revised Code.

Process

EVALUATION PROCESS
MHAS’s evaluation process of responses submitted to this request may consist of up to four distinct phases:
1. MHAS’s initial review of all proposals for timely submission;
2. An evaluation committee review of the proposals for defects and scoring;
3. MHAS’s request for more information (clarifications, interviews, presentations, and/or demonstrations); and,
4. Negotiations or best offer requests.

At its sole discretion, MHAS will determine whether phases three and/or four are necessary under this RFP, reserving for itself the ability to eliminate or add phases three or four at any time during the evaluation process. MHAS may add or remove sub-phases to phases 2 through 4 at any time if MHAS believes doing so will improve the evaluation process.

PROPOSAL EVALUATION CRITERIA
In the proposal evaluation phase, MHAS staff or reviewers selected by MHAS (the committee) will rate the proposals submitted in response to this RFP based on the following criteria and weight assigned to each criterion.

10 years or more experience in consulting with organizations related to Bad Debt processing re-openings and CR submission for Medicare and Medicaid 5
Experience in working with CMS intermediaries related to patient billing 5
Demonstrated experience with Medicare/Medicaid cost reporting, particularly with psychiatric hospitals or similar public healthcare institutions. Must include experience dealing with MACs and CMS. 20
Clarity, depth, and appropriateness of the proposed approach to: reviewing cost reports, verifying All-Inclusive Rate calculations, analyzing MAC adjustments, and preparing final settlements. 20
Demonstrated expertise in responding to MACs and CMS inquiries, submitting documentation, and justifying cost components including Medicare bad debts 10
Contractor’s understanding of Medicare Part B service billing, and ability to ensure accuracy. 10
Ability to conduct complex financial analyses, interpret MAC adjustments, and deliver concise, actionable recommendations to OhioMHAS. 10
Cost-effectiveness of the proposal in relation to the quality and scope of services offered. 10
