REQUEST FOR STATEMENT OF QUALIFICATIONS AND PROPOSALS
ARCHITECTURAL AND DESIGN SERVICES
The San Lorenzo Unified School District ("District") is located in Alameda County, California.
Encompassing the unincorporated area of San Lorenzo, which boundaries include areas of San
Leandro and Hayward, the District serves grades K through 12 and offers adult education, child
development, and before-and-after-school childcare programs. Current enrollment is
approximately 8,000 students.
The District operates nine (9) elementary schools, three (3) middle schools, four (4) high
schools, and one (1) adult school. The District's centralized administrative departments are
housed in the District Office located at 15510 Usher Street, San Lorenzo, CA. In the same
location are additional non-permanent buildings that house the Maintenance, Operations, and
Transportation, Facilities and Construction, and Child Nutrition departments.
The District requests Statements of Qualifications ("SOQ") and proposals ("SOQ Proposal" or
"Proposal") and rates from qualified California licensed architectural firms ("Firm" or "Firms")
specializing in the K-12 public educational sector to provide architectural and engineering
services for the planning of, modernization of and construction of school facilities within the
District's boundaries. The full scope of services shall be stated in a separate contract agreement
("Agreement"). A template of the contract the successful firm(s) will be expected to execute is
attached as Exhibit 4.
The purpose of this Request for Statement of Qualifications and Proposals ("RFQP") is to
provide the District with a pool of pre-qualified architects and engineers for future projects, as
well as to select a Firm to provide services for the District's Arroyo High School Re-roofing
Project ("Project"). One Firm selected through this RFQP will provide services for the Project
and may also be added to the District's architect pool for additional architectural or engineering
services during the time of the Agreement with the District. Any other selected Firms may be
added to the District's architect pool and assigned work on an as-needed basis during the term of
the applicable Agreement with the District. Any Firm selected based on this RFQP process must
be capable of providing full architectural or engineering services through the planning, design
and construction phase of any and all selected projects. The architect or engineer will also
prepare budgets for selected projects and meet, as needed, with District staff and consultants,
school and neighborhood organizations, and upper-level District administrators.
INFORMATION REGARDING THE RFQP
The RFQP is currently posted on the District's website at www.slzusd.org Go to Departments ->
Business Services -> Purchasing -> Scroll to Current Bids. A soft copy of the RFQP can be
requested by emailing kenya.floyd@aecom.com with copy to bdanish@slzusd.org.
The RFQP is not a low-bid price competition. Instead, qualifications will be evaluated in
accordance with the District's Evaluation Criteria listed in this RFQP and its present needs. The
District will first evaluate each Firm's written Proposal in accordance with the Evaluation
Criteria. Following this evaluation, the District may select one or more firms for interviews, for
either of both the architect pool or the Project, at the District's sole discretion. In the event that a

Firm is interested in performing Work for the Project, in addition to being included in the
District's architect pool, then a proposed Fee Structure for the Project ("Project Fee Structure")
shall be provided, as further described below.
The District will evaluate each Firm, with interviews for the architect pool and/or Project to
occur at the District's discretion, and retain one or more Firms on terms mutually agreeable to the
Parties.
All such Firms must be recommended to the Superintendent and the Board of Education for final
approval prior to any contract award.
SUBMITTAL REQUIREMENTS
SOQ Proposals will only be accepted by email. Proposals are due no later than 2PM on July
31, 2026, as determined by the clock designated by the District. Proposals submitted by fax or in
person will be considered non-responsive and will not be accepted. The District reserves the
right to overlook any technicalities and accept or reject any or all submittals based on the best
interest of the District. The District reserves the right to extend this deadline by providing a
written addendum to the RFQP.
Each Firm must submit one copy of its SOQ Proposal with all materials attached into one
PDF file by email to bdanish@slzusd.org and kenya.floyd@aecom.com.
Each Firm shall be solely responsible for ensuring that its SOQ Proposal is received by the
District prior to the deadline specified in this RFQP. The District may, but shall not be required
to, consider any SOQ Proposal received by the District after the submittal deadline specified in
this RFQP.
QUESTIONS REGARDING THE RFQP
Firms interested in making a submittal are directed not to make personal contact with the
Superintendent or members of the Board of Education. Any contact will constitute grounds for
disqualification of consideration. Questions about the RFQP, its content, proposal format or
any other questions deemed necessary to submit a qualified proposal must be submitted no
later than July 17, 2026 at 2PM, via email to: Kenya Floyd at kenya.floyd@aecom.com,
with copy to Behrooz Danish at bdanish@slzusd.org.
Responses to questions, as well as the questions, will be distributed to all Firms that have
completed and returned the "Architectural RFQP Receipt Acknowledgement" included in this
RFQP. Responses to questions will be provided a minimum of seven (7) calendar days before the
RFQP submission deadline.

SCOPE OF SERVICES
A. Architect Pool
Main Objective: The main objective of the RFQP is to establish a qualified pool of California
licensed architectural Firms for the planning and design of future projects resulting from:
* Future growth in the region.
* Current and future local and state bond passages.
* Potential future grants.
* Deferred maintenance.
Additionally, potential projects resulting from this RFQP may include the placement of
relocatable classrooms, the modernization, renovation, or new construction of school and District
buildings on existing campuses, and the upgrade and/or replacement of infrastructure. Firms
being considered for services to support these projects would be expected to have experience in
the following:
* Design and development of the modernization of K-12 school facilities.
* Roofing and re-roofing of K-12 school facilities.
* HVAC system design, assessment, modernization, and replacement for K-12 or similar
institutional facilities.
* Planning, design, and implementation of infrastructure upgrades and replacements,
including utilities, building systems, and campus-wide improvements.
* Sustainable design (e.g., LEED/CHPS).
* Delivering projects via Building Information Modeling (BIM) (new campuses and
significant modernizations only).
* Producing innovative energy efficient designs and possessing a clear understanding of
available energy incentives to K-12 school districts.
* Successfully processing plans and specifications through DSA, CDE and OPSC.
* K-12 school bond projects.
* Extensive experience with Lease-Leaseback, and Design-Bid-Build project delivery
methods, and experience with the preparation of bridging documents for Design-Build
projects.
* Demonstrating successful collaboration during the construction administration phase of a
project.
* Making project presentations to the governing school board.
Summary of Responsibilities: The selected Firm(s) shall provide full architectural services
through all phases of the relevant project(s) that meets the project(s) budget and schedule. The
Firm shall carry out the responsibilities briefly delineated in the applicable scope of services set
and on the form of Agreement. Such services shall be performed consistent with the highest
standard of care for professionals performing similar scopes of services.
The Firm shall, as a minimum, undertake the following responsibilities, and any additional
responsibilities reasonably necessary and customarily provided by an architectural services team
conducting business in Alameda County: pre-design and start-up services; schematic design
phase, design development phase, and development of construction documents; construction

administration and close-out phase; and attend, take part in, and when indicated, conduct
applicable meetings.
B. Arroyo High School Re-roofing Project
As noted above, the primary objective of this RFQP is to allow the District to develop a qualified
pool of architects; however, the District is also seeking a qualified Firm to provide services for
the specific Project, as further described below.
Project Background and Description: The District is undertaking a comprehensive roof
replacement project at Arroyo High School based on the findings of a September 2025 roofing
inspection. The assessment identified significant deterioration across approximately 176,250
square feet of existing roofing, including weathered and failing membranes, loss of adhesion at
roof edges, deteriorated gutters, splits at penetrations and flashings, debris accumulation, and
compromised capsheet areas. These conditions indicate that the existing roofing systems and
their associated components have reached the end of their service life and require full
replacement to ensure long-term building reliability and protection. This Project scope does not
include recently constructed buildings or newer roof systems that were not part of the
assessment.
This description provides general information and reflects the District's intent to replace the
applicable roofs with fully functional, complete roof assemblies, inclusive of all necessary
components such as gutters, downspouts, flashing systems, drainage elements, perimeter sheet
metal, and any other items required to deliver a complete and operational roofing system. All
work will ensure enhanced waterproofing performance, improved durability, and long-term
protection of District facilities, supporting a safe and resilient environment for students and staff.
Newer buildings with recently installed roofing systems are expressly excluded from this Project
scope.
Architectural Services: The architect shall provide professional design, documentation, and
construction-support services for the comprehensive roof replacement of designated buildings at
Arroyo High School. The scope includes evaluation, design, detailing, and coordination of all
components required for complete, fully functional roof assemblies. Newer buildings with
recently constructed roof systems are not part of this Project and shall be excluded from the
architect's scope. Additionally, the architect shall review the most current District Standards and
Design Guidelines and incorporate all applicable requirements into the design, specifications,
details, and project documentation.
The architect shall conduct detailed field verification and must perform in-person site visits, as
many as necessary, to obtain complete and accurate knowledge of existing conditions and
incorporate those conditions into the design documents. The architect shall develop design
documents; prepare construction drawings and specifications; integrate required roofing
assemblies; coordinate with structural, mechanical, and electrical consultants (as needed);
support the District with all re-quired DSA processes and permitting (if required); provide cost
estimating throughout design phases; assist during bidding; and provide full construction
administration services through project closeout. All work shall be completed in accordance with
applicable codes, DSA requirements, manufacturer recommendations, and the District's

Standards and Design Guidelines, and applicable Project Contract Documents, ensuring long-
term performance and durability.
Construction Support Services: Prepare design detailed architectural and engineering plans,
including all necessary permits and approvals (as applicable); provide ongoing construction
administration support during construction, including site visits, inspections, and coordination
with contractors; provide post-construction services including, final inspections, punch list
management, and ensure all systems are operational and meet the design specifications; and
develop specifications requiring performance of a full water infiltration test by the Contractor
upon completion of the roofing work, with such test to be witnessed by the architect in person
and an official written report provided to the District confirming the successful completion of the
test and compliance with Project requirements.
Project Features: The Project includes, but is not limited to, the following features for each roof
area within the Project scope:
1. Complete Roof System Replacement: Removal of existing roofing materials down to the
required substrate; replacement with new, fully functional roofing assemblies designed
for long-term durability and waterproofing performance; integration of reinforcing
systems, underlayments, insulation (as required), and top-layer assemblies.
2. Flashing and Waterproofing Upgrades: Replacement of all flashing components,
including base, counter, curb, penetration, and edge flashings; repair or reinforcement of
deteriorated perimeter edges, parapets, and roofing transitions.
3. Drainage and Gutter System Improvements: Replacement of gutters, downspouts,
scuppers, and drainage hardware as needed to provide a complete operational drainage
system; improvements to address debris buildup, ponding issues, and inadequate flow
paths.
4. Building Envelope Coordination: Repair of deteriorated exterior wall coatings at affected
roof-to-wall interfaces where failures were documented; verification of waterproofing
continuity between roof assemblies and vertical surfaces.
5. Roofing Accessory Replacement: Replacement of deteriorated wood support blocks with
long-term support products (e.g., Dura-Blocks); coordination for the reinstallation or
replacement of rooftop mechanical supports, electrical conduit supports, and equipment
curbs.
6. Structural, Mechanical, and Electrical Coordination: Review of existing rooftop
equipment to ensure new roofing assemblies interface properly with penetrations and
equipment bases; identification of any structural modifications required due to system
replacement or load changes.
7. DSA Submittals and Regulatory Requirements: Preparation of drawings, calculations,
and specifications necessary for DSA plan review and approval, or a notice of exemption.

8. Construction Administration: Review of submittals, Requests for Information,
substitution requests, and change order proposals; regular site observations, punch lists,
and closeout documentation; verification that installation adheres to design intent and
manufacturer requirements.
Construction Support Services:
* Design Documentation: Prepare and provide detailed architectural and engineering plans,
including all necessary permits and approvals (as applicable).
* Construction Administration: Provide ongoing support during construction, including site
visits, inspections, and coordination with contractors.
* Post-Construction Services: Conduct final inspections, punch list management, and
ensure all systems are operational and meet the design specifications.
* Water Intrusion Test at Completion: The Architect shall include in the Project
specifications a requirement that the General Contractor perform a full water infiltration
test upon completion of the roofing work. The Architect shall witness the test in person
and provide the District with a written report confirming successful completion and
compliance with project requirements.
Project Estimate: The estimated construction hard costs are approximately $5,000,000 to
$7,000,000 (Rough Order of Magnitude), excluding costs for design, construction management
or inspection.
Project Timeline: Dates are estimates and are subject to change in accordance with the Project
needs.

FEES
The District will negotiate Agreement fees for the respective services to be provided from the
best qualified Firms. Fees for basic services shall not exceed the Office of Public School
Construction ("OPSC") Fee Schedule Allowances. Final approval of pricing must be approved
by the Superintendent and the Board of Education.
SUBMITTAL SPECIFICATIONS

tabs according to the applicable numbered information section as outlined below. Please limit
response information to relative information only. Supplemental brochure information will not
be accepted and may result in the disqualification of the submitting Firm.

Lorenzo Unified School District." Include the legal name of Firm, type of Firm (i.e.,
corporation), California Registration Number, official address (post office boxes are not
acceptable), name of principal contact, telephone number, fax number (as applicable), and e-
mail address. Letter must be signed by representative of Firm with authorization to bind
Firm by contract. Please clearly indicate whether the Firm is requesting inclusion in the
District's architect pool only, or if it is also seeking consideration to perform services for the
Project. (Maximum of two pages.)

Firm Organization, Credentials, and Background: Provide a brief history of the Firm
including the following information:
* Number of years in business.
* Senior member of firm and length of association.
* Location of office which will perform the work.
* Evidence the Firm is authorized to conduct business in the State of California.
* List of basic services provided by Firm.
* List of additional services provided by the Firm under basic agreement, i.e., printing
and distribution of plans and specifications, assistance in selecting laboratories and
inspectors (if applicable).
* List of State School Building Lease-Purchase Program or the State School Facility
Program modernization/new construction projects or other similar projects completed
by the Firm.
* Total number of school projects completed under these two Programs by your Firm and
dollar value of those projects
* Total number of projects of all types currently in progress at the Firm and current dollar
value of each project.
* Experience with State Regulatory Agencies, i.e., OPSC, State Allocation Board,
California Department of Education ("CDE"), and the Division of the State Architect
("DSA").
* Describe the Firm's experience with alternative delivery methods projects and the
Firms' approach on a Design-Bid-Build project in comparison to a Lease-Leaseback
project delivery method.
