Summary

Purpose and Background

The purpose of this RFP is to solicit Proposals for genetic paternity testing services for Ohio’s Title IV-D child support program.

Genetic testing is the definitive way to determine biological parentage of children, thus allowing for the establishment of child support orders. The testing is a critical component of Ohio’s paternity establishment program. The federal government recognizes the need for paternity establishment and has determined that a portion of Ohio’s funding under Title IV-D is contingent upon the number of paternities established in Ohio over the course of each year.

The Agency is Ohio’s single State agency responsible for child support enforcement and for the State’s related policies and procedures. Individual child support cases are administered at the county level. The Ohio Administrative Code rule governing Ohio’s statewide testing services contracts is Rule 5101:12-1-85.

At the local level, child support is administered primarily by local county Child Support Enforcement Agencies (CSEAs). In some counties, however, child support is a division within the county department of job and family services. The Agency oversees local operations and acts as an advisor to each of the counties on policy and technical issues whether or not child support is a separate, stand-alone entity. The child support program serves individuals who are on public assistance (even if the services were not formally requested), as well as those who are not on public assistance.

The State has 88 CSEAs, which may be administered by one of four types of entities:

A county department of job and family services;

  1. A county prosecutor’s office;
  2. A court; or
  3. Another free-standing public agency.
For reference, approximately 40,000 people were tested in State Fiscal Year 2024 and this number is expected to fluctuate. The Agency can provide no guarantee to the Contractor for the volume of Work assigned. The Work will be performed on an as-needed basis, as requested by the Agency and CSEAs.

Scope of Work Overview

An overview of the Work is provided below.  The scope of work and requirements are provided in greater detail within Part 1, Scope of Work.

The Agency and the CSEAs that support Ohio’s 88 counties may use the Contractor for genetic testing services as appropriate for their individual, situational, or case-specific needs.

The Contractor must provide sample collection services, sample collection supplies, genetic testing services, reporting, training, consultation services, and expert witness testimony to the Agency and the CSEAs.

Objectives

The Agency has the following objectives that it expects this Work to fulfill, and it will be the Contractor’s obligation to ensure that the personnel the Contractor provides are qualified to perform their portions of the Work:
  1. Genetic testing services for the Agency and the CSEAs that support Ohio’s 88 counties utilizing state-of-the-art methodologies and best practices to establish the probability of paternity; and
  2. Receiving excellent customer service and professionalism to all parties while performing the Work.
