Evaluation will be based on Best Value to the Government, which will be determined by evaluating Price, Technical Acceptability, and Past Performance. The Government intends to award a single, firm-fixed-price contract to the responsible offeror whose quote represents the best overall value based on the following evaluation factors:

1. Price: The total evaluated price is determined to be fair, reasonable, and balanced.

2. Technical Acceptability: The offeror’s sample menu and operational plan demonstrate a clear capability to meet the scheduling, quantity (300 Airmen per meal), and nutritional needs of the training event as defined in the PWS. The Government will evaluate the offeror's understanding of the requirements and the feasibility of their proposed approach.

3. Past Performance: The Government will evaluate the offeror's record of recent and relevant performance (providing similar catering services) to determine confidence in successful contract execution. The evaluation will utilize the Supplier Performance Risk System (SPRS). The Government may also consider information provided by the offeror and other sources. An offeror without a record of relevant past performance will receive a "Neutral" rating and will not be evaluated favorably or unfavorably on this factor.
