I.
Purpose
The County of Spotsylvania, Virginia is seeking Bids from qualified Contractors to provide
replacement equipment for the compost facility to include two (2) KUHN RC260 stationary mixers
and one (1) Bio-Belt Conveyor.
II. Scope of Work
A. KUHN RC260 Mixers
The County is seeking to replace the two (2) existing station mixers with KUHN RC260
stationary mixers with drive packages.
1. KUHN RC260 Description:
Biosolids augers.
Helix reel.
HD 1000 drive.
Bucket guards.
Biosolids liners.
E/H operated doors.
Scale indicator with radio kit.
Upgrade for biosolids application.
2. Drive Package Description:
75 HP 1800 RPM 230/460 TEFCO motors.
Control/power package.
Mixer power panels.
Mixer control panels.
Conveyor control panels.
B. Mixer Pedestals
The mixer pedestals shall be modified per Attachment H – Compost Mixer Pedestal
Improvements.
C. Bio-Belt Conveyor
The County is seeking to replace an existing bio-belt with one (1) Bio-BELT Conveyor per
the following description:
60” wide X ± 86’ OAL
Product: Sludge + green waste mix. 29.6 PPCF Density.
Capacity: Q = 97.2 CFM X 60 = 5,832 CFH x 29.6 = 172,627 WPPH/86.3 TPH.
Frame Construction, T-304 stainless steel, formed C Channel.
Supports, - T-304ss.formed Structural Shapes.
Hardware and Anchors, T-304ss.
Head/Tail Cover & Guards, 16 ga.
Head Pulley Assy, Ø16” Crown face drum pulley, 3/8 thk. herringbone lagging.
Tail Pulley Assy, Ø12”, Wing type.
Transition wheels.

Carry Idlers, CEMA C-5, 5” steel rollers, 4’ centers, 1’ centers in load areas, sealed
for life bearings.
Return Idlers, CEMA C-5, 5” rollers, 10’ centers, sealed for life bearings.
Belting, 60” wide 2-ply MOR, 1/8” top & 1/16” bottom covers, 220 PIW, edges
chem glazed.
Splice type, field installed Kincaid Lacing #187 SS for 2 ply.
Deck Plate, 14 ga.
Drip Pans, 14 ga.
Take-up assembly, T-304ss frame w/ brass nut, 12” adjustment, Manual take-up.
Belt scraper cleaner assembly, JMS spring loaded with neoprene blade.
Drive reducer, SEW Class II. 100 fph output.
Electrical:
o Motor, 15 HP, 230/460 V 3ph. 60 hz. TEFC 1800 rpm
o Emergency stop switch, (1) each conv. and cables, RS-2, NEMA 4X.
o Zero speed switch, SCP 1000 Sensor, 115 VAC
UL Control Panel:
o One (1) NEMA 4X 304 stainless steel enclosure, free standing.
o One (1) non-fused disconnect switch.
o One (1) Non-Reversing NEMA rated motor starters (3 Hp).
o One (1) Control power transformer.
o One (1) Speed switch fault light, amber.
o One (1) E-stop switch fault light, amber.
o One (1) E-stop switch fault alarm.
o One (1) E-stop switch fault silence push button.
o One (1) Speed switch reset push button.
o One (1) E-stop pushbutton.
o One (1) three position selector switch, H/O/A.
o One (1) Lightening protection.
o OI’s for interlock to mixer, circuit breakers, fuses, and control relays as
required.
o Terminal blocks, mounting rail, and wire duct as required.
D. On-Site Assistance
The County requires at least one (1) eight (8) hour day for installation inspection, equipment
start-up, functional testing and training.
III. Bidders Instructions
A. This competitive sealed bidding procurement shall be conducted in accordance with the
Spotsylvania County Procurement Policy. The Procurement Policy is available at
https://www.spotsylvania.va.us/377/Spotsylvania-County-Policies.
B. Electronic Procurement/Late Bids. Bidder shall follow instruction for submittal
electronically via eva.virginia.gov. It is the Bidder’s sole responsibility to ensure timely

submission by the stated date and time on page 1 of this Invitation for Bid. The County cannot
accept late Bids. Bidder shall assume full responsibility for timely submission of their bid.
Please check for updates prior to submitting a Bid. The County encourages early submission.
NOTE:
The County is not responsible for any website (eVA) related issues. If the issues
result in late Bid submission, the County will not be able to accept your Bid.

C. Bids may be withdrawn at any time before the Bid opening. A Bidder wishing to withdraw the
Bid after Bid opening may do so in accordance with Spotsylvania Procurement Policy.
D. Questions from Bidders must be e-mailed to the Procurement Officer and received by the date
and time stated on the cover page of this IFB. The County is not responsible for verbal
clarification of information provided by parties other than Procurement Division staff.
E. All responses to inquiries will be in writing in the form of an Addendum and will be posted
on eVA, www.eva.virginia.gov and on the Procurement Division website at
https://www.spotsylvania.va.us/374/Solicitations.
F. All updates are posted on the Spotsylvania County website at
https://www.spotsylvania.va.us/374/Solicitations and www.eva.virginia.gov. It is the
responsibility of the Bidder to check for additional updates prior to submission of Bid.
G. Bidders are responsible for familiarizing themselves with all of the requirements stated herein.
H. Inclement Weather. In the event that Spotsylvania County is closed during the scheduled
times for Bids to be received/Bid Opening or a Pre-Bid conference/site visits; those scheduled
dates/times will occur on the next business day that Spotsylvania County is open at the
appropriate times as stated in the IFB. Please contact the Procurement Officer as stated in the
IFB for information pertaining to this procurement.
I. The prices quoted in response to this IFB shall be firm for 180 days. Prices shall be submitted
for the unit of measurement specified in the Items section on eVA.
J. Payment for the goods delivered/services performed will be in accordance with the unit prices,
if applicable, as set forth in the Bid.
K. Any Vendor transacting business with Spotsylvania County may be asked to provide proof of
registration with the State Corporation Commission (SCC), as required by Sections 13.1 or
Title 50 of the Code of Virginia.
L. Bid Requirements. Bidders should prepare Bids in accordance with the instructions outlined
herein and should structure the Bid so that it contains individual attachments. The Bidder must
