Construction Manager at Risk Services for Sunbelt Park Improvements

The City of Kingman, Arizona ("City) is soliciting competitive Statements of Qualifications (SOQs or RFQs) from qualified firms for Construction Manager at Risk Services for construction of a park with multipurpose fields, amenities/areas for food trucks and gathering spaces, splash pad, walking path, restroom, sensory playground, maintenance building and parking accomodations . Responses are due by 3:00 pm , Arizona time, on Tuesday, March 4, 2025 . The City may reject any Response not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to reject any response when cancellation is in the best interest of the City.

Qualified firms must have the ability to 1) develop and maintain the project cost model and project schedule during both design and construction phases and lead project team in ensuring compliance with critical deadlines, milestone and budgetary targets, 2) actively participate in project coordination meetings, design reviews and partnering sessions, 3) apply the Construction Manager at Risk's best expertise, knowledge and skills to identify and recommend alternatives to advance the project's interests, 4)advise the City of ways to gain efficiencies in project delivery and reduce overall project delivery time frame, 5) provide a truly collaborative process, which leverages all parties' expertise and strengths, 6) actively contribute to the advancement and development of the project, 7) prepare and submit a Guaranteed Maximum Price (GMP) proposal that complies with the project cost model and budget, 8) bear complete risk for any costs in excess of the GMP, and 9) comply with the City's contracts for CMAR design phase and construction phase services without modification. .

Respondents wishing to submit questions regarding this RFQ must do so by 3:00 pm , Arizona time, on Friday, February 21, 2025 . Questions must be submitted through the procurement portal.

Background

The City of Kingman is expanding its parks system to facilitate growth in youth sports and offer additional amenities for walkability, outdoor gathering spaces, and play areas for children. Sunbelt Park, currently a 26-acre parcel of vacant land, is located north of Interstate 40 on Airway Avenue about a mile east of Andy Devine Avenue. The parcel is adjacent to the White Cliffs Middle School. Approximately 4-5 acres of this parcel will house a future city owned and operated fire station (this project is in currently in design). Sunbelt Park will include multipurpose fields, areas for food trucks and gathering spaces, a splash pad, walking path, restroom building, sensory playground, maintenance building and parking accommodations for all of the amenities. Installation of water lines for peak irrigation water demands and conduit for future field lighting will need to be constructed in anticipation for future phases.

Design is currently underway and is at 60% completion. Design services are being performed by J2 Engineering.
