The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to solicit from a single source with The World Road Association (WRA) for fy 2024 annual membership. The World Road Association is the only intergovernmental international organization focusing on technology transfer in matters related to road transportation. As such, the WRA is the only source available to FHWA for membership services.
The United States is represented by delegates from the Federal Highway Administration and State departments of transportation (DOTs) representatives. The WRA operates on a 4-year cycle with a strategic plan comprised of up to four theme areas. FHWA personnel serve on a variety of WRA technical committees. Participation in the WRA gives the U.S. intelligence on the most recent technical and policy developments in road field originating abroad. It is also a good channel for communicating U.S. developments to the rest of the world. As a member, the United States appoints four delegates to the Council, nominates members to technical committees, receive copies of documents published by the Association, and appoints official representatives to the World Congress and Winter Road Congress.
The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm’s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
