Title: Cationic Water-Soluble Polymer in Emulsion for Wastewater Treatment Operations
Addenda: 0
Release Date: 8/8/2026
Due Date: 9/2/2026
The City of Granbury is soliciting competitive proposals from qualified and experienced vendors for the purchase and delivery of Cationic Water-Soluble Polymer in Emulsion for use in the City’s wastewater treatment operations. The polymer will be utilized at the City’s wastewater treatment plants to support treatment processes in accordance with applicable operational, safety, environmental, and regulatory requirements.
The selected proposer shall provide a reliable and consistent supply of polymer that meets or exceeds the City’s specified quality and performance requirements. The successful proposer shall be responsible for furnishing the chemical in the required quantities and providing timely delivery to the City’s designated wastewater treatment facilities in accordance with the specifications, delivery requirements, safety requirements, and all other terms and conditions contained in this solicitation.
The City intends to establish an agreement with the proposer determined to provide the best overall value to the City based on the evaluation criteria established in this Request for Proposals. The City reserves the right to accept or reject any or all proposals, waive minor informalities or irregularities, and award the agreement in accordance with applicable laws, City policies, and procurement requirements.
Wastewater Treatment Facilities and Operations
The City of Granbury currently operates two wastewater treatment plants: the South Wastewater Treatment Plant and the East Wastewater Treatment Plant.
The South Wastewater Treatment Plant is located at 1800 Waters Edge Dr., Granbury, Texas 76048. The East Wastewater Treatment Plant is located at 3121 Old Granbury Road, Granbury, Texas, and began operations in the summer of 2026.
The City’s Wastewater Treatment Department is responsible for receiving and treating wastewater generated within the community. Wastewater treated by the City may include flows from residential, industrial, and commercial activities, as well as surface water runoff and groundwater that may enter the wastewater collection system through infiltration.
The City’s wastewater treatment process utilizes an activated sludge process, an aerobic biological treatment process in which microorganisms consume and break down organic and other oxidizable materials present in the wastewater. A portion of these microorganisms is recycled back into the treatment process to improve treatment efficiency and maintain appropriate biological activity and reaction rates.
City laboratory personnel collect and analyze wastewater samples on a daily basis to monitor treatment performance, evaluate process conditions, and verify compliance with applicable state and federal regulatory requirements.
A reliable and consistent supply of polymer is essential to the continued operation of both the South and East Wastewater Treatment Plants. Maintaining an adequate supply of quality polymer is necessary to support effective treatment processes, maintain operational efficiency, and assist the City in meeting applicable wastewater treatment and regulatory requirements.
