Subject: RSS #26-EL-024 - Purchase of Substation Real-Time Automation Controller - Power Connections
The City of Mount Dora intends to award a procurement as a Single Source Procurement in accordance with
its Purchasing Policy Manual, Section 3.4-1(G). Any responses received in reference to this Notice will be for
the sole purpose of determining whether a competitive procurement is in the best interest of the City. This
is not a solicitation, and there is not a solicitation available.
A Single Source Procurement is a purchase that is directed to one (1) source because of standardization,
warranty, or other factors, which for justifiable reasons, is found to be most advantageous for the City, even
though other competitive sources may be available. A Single Source Procurement is a non-competitive
procurement method.
All are encouraged to notify the Purchasing Manager, stating their company/agency name, address, contact
name, contact email, and a statement regarding their ability to provide the requested goods or services. All
responses must be in writing, via email, to the Purchasing Manager specified, by the "Response Due By" date
and time listed above. If applicable, Distributors and re-sellers are highly encouraged to include a statement
from the manufacturer stating they are authorized to sell or rent the desired commodity.
The determination not to compete this proposed action based on the responses to this Notice is solely within
the discretion of the City Manager for purchase amounts of $50,000.00 or less, and at the discretion of the
City of Mount Dora City Council for purchase amounts exceeding $50,000.00.

One Time Purchase
Power Connections, Inc.
Brief Description: This purchase is for one (1) SEL 3350 Real-Time Automation Controller (RTAC) for use in the
City's substation communication and control system.
Justification: The City currently does not have a spare RTAC. The existing unit is approximately six years old and has
been discontinued by the manufacturer. Because the existing model is no longer in production, SEL has authorized the
manufacture of an equivalent replacement that is fully compatible with the City's existing programming and can utilize
the City's current programming image in the event of a failure.
The manufacturer has indicated an estimated lead time of 120 days. This sole source purchase is for original
equipment manufacturer (OEM) equipment to ensure compatibility, reliability, cybersecurity, and seamless integration
with the City's existing interconnected substation protection, communication, and control systems.
