TOWN OF POUGHKEEPSIE, DUTCHESS COUNTY, NEW YORK STATE

ADVERTISEMENT FOR BIDS: TOWN HALL ROOF REPLACEMENT

Sealed Bids for the construction of the Town Hall roof replacement will be received by The Town of Poughkeepsie, at Town of Poughkeepsie Current Town Hall (1 Overocker Road, Poughkeepsie, NY 12603), until 11:00 a.m. local time on Tuesday, September 8, 2026. Bids will be publicly opened and read at 11:00 a.m.

Bids will be received for Multiple-Prime Contract (Roofing and Mechanical). Bids shall be on a lump sum and unit price basis, with additive/deduct alternate bid items as indicated in the Bid Form. The project consists of replacing existing roofing system with new system.

The bid documents may be reviewed at and obtained from the office of the Town Clerk, Town of Poughkeepsie, One Overocker road, Poughkeepsie, NY 12603 after August 12, 2026 and will also be available simultaneously on the Town's website and BidNet. Any addenda will be similarly available. Pursuant to the provisions of general municipal law of the state of New York (GML) Section 102, persons desiring to take a copy of the bid documents may obtain them, subject to a deposit to guarantee their safe return, in the amount of $100 for each set, payable to the Town of Poughkeepsie by certified check or money order. Such deposit shall be refunded or partially refunded pursuant to the provisions of GML Section 102. There is no charge for the bid documents downloaded from the Town's website.

The issuing office for the bidding documents is: CPL, 26 IBM Road, Poughkeepsie, NY 12601. Complete sets of the drawings, specifications, and bid forms, becoming available to the public on Wednesday, August 12, 2026, may be obtained online as a download at BidNet (www.bidnetdirect.com) and the Town's website (www.townofpoughkeepsie-ny.gov).

Please note Bidnet and Town's website is the designated locations and means for distributing and obtaining all bid package information. Only those Contract Documents obtained in this manner will enable a prospective bidder to be identified as an official plan holder of record. The Provider takes no responsibility for the completeness of Contract Documents obtained from other sources. Contract Documents obtained from other sources may not be accurate or may not contain addenda that may have been issued.

A pre-bid conference will be held at 10:00 a.m. local time on Wednesday, August 19, 2026 at the Town of Poughkeepsie New Town Hall (260 Boardman Road, Poughkeepsie, NY 12603). A site walk through will follow, weather permitting. Attendance at the pre-bid conference is highly encouraged but is not mandatory. Bidders may also visit the site at their convenience.

Bidders shall promptly notify the Architect if any errors, omissions, conflicts, ambiguity, etc. within the contract documents. The above item and/or questions shall be submitted in writing via email to

Questions must be received on or before 12:00 p.m., EST, Tuesday, August 25, 2026. Questions received after this date may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Final addenda will be issued by Tuesday, September 01, 2026.

Bid security shall be furnished in accordance with the Instructions to Bidders.

Bidders on this work will be required to comply with the President's Executive Order Nos. 11,246 and 11,375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. The Town of Poughkeepsie is an equal opportunity/affirmative action employer. Statement of Non-Collusion: Bidders on the contract are required to execute a non-collusive bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York.

Security for Faithful Performance: The successful bidder will be required to furnish Performance and Labor and Material Payment Bonds written by firms licensed to do business in New York State, each in the amount of one hundred percent (100%) of the contract amounts in accordance with the provisions of the Contract Documents.

Sales and Use of Tax Exemptions: The Town of Poughkeepsie is exempt from the payment of sales and compensation use taxes of the State of New York and of cities and counties on all materials, equipment, and supplies sold to the Town of Poughkeepsie pursuant to this contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the Town of Poughkeepsie pursuant to this contract, including tangible personal property to be incorporated in any structure, building or other real property forming part of the project. These taxes are not to be included in the Bid.

Attention of bidders is particularly called to the requirement as to conditions of employment to be observed and minimum wage rates paid under the contract, Section 3, Segregated Facilities, Section 109, and Executive Order 11246. The requirements for Bidders and Contractors under this order, which concerns non-discrimination in employment, are explained in the Contract Documents. Bidders are also required to comply with the provisions of Section 291-299 of the Executive Law of the State of New York.

All bids shall be binding for a period of sixty (60) days after the bid opening date. The Town of Poughkeepsie reserves the right to reject any and all bids and to waive any informalities therein.

Where State and Local requirements differ from Federal, the Federal requirements shall be followed.
