Description


The Augusta Board of Commissioners is issuing this Request for Proposal (RFP) to seek the professional services from qualified contractors for debris management and consulting services to support the oversight and management of debris recovery contractors.

Federal Emergency Management Agency (FEMA) guidelines stipulate that for Augusta-Richmond County to be able to receive assistance for disaster debris removal from public access roads, right-of-ways (ROWs), and public property, Augusta-Richmond County must implement a debris removal monitoring service. This service is provided by independent contractors that are selected by Augusta-Richmond County to provide this service. Monitoring of debris removal and disposal contractor activities is a critical component in successful debris operations and in the justification and documentation of any application for FEMA Public Assistance funding. The responsibility of these contractors will be to deploy trained debris monitors to observe and document debris removal contractor activities.

The Contractor should be able to provide a range of related services including damage assessment, monitoring, training, emergency planning, infrastructure restoration, and other services as needed and requested by Augusta-Richmond County. Other services may include facilitating communication with the Georgia Emergency Management Agency (GEMA), FEMA and other state and federal agencies during the recovery and reimbursement process. The Contractor may be requested for assistance in pre-event planning, and post-event reconstruction, grant funding, and reimbursement services.
