Tobacco Prevention Program Local Program Evaluator (LPE) Services

The County of Tuolumne, through its Health and Human Services Agency, Public Health Department, ("County") invites qualified persons and/or agencies to submit proposals to provide Local Program Evaluator (LPE) services for the County's Tobacco Prevention Program.

The purpose of the Tuolumne County Public Health Department is to protect and preserve the health and wellbeing of all citizens of Tuolumne County by preventing and controlling disease, injury, and disability and by promoting healthy lifestyles.

The Tobacco Prevention Program is one of the many Local Lead Agencies (LLA) funded by and working under the guidance of the California Tobacco Prevention Program (CTPP) of the California Department of Public Health (CDPH). It is the County's goal to work within the State's guidelines to maximize the success of the County's program.

The LLA is responsible for coordination, information, referral, outreach, and education activities within its respective health jurisdiction. Each LLA is responsible for fostering and involving a community coalition to engage in grassroots community mobilization activities that promote social norm changes and educate the public on health issues related to commercial tobacco use and tobacco industry strategies that promote tobacco/nicotine use. In general, LLAs take the lead on coordinating local community policy development, disseminate information about tobacco control laws, provide community education, and promote local tobacco cessation services.

Specific services provided by the LLA include:

• Referrals to and/or provision of free or low-cost tobacco cessation resources.
• Dissemination of educational materials throughout the community at no cost.
• Supports Community Coalition that works together toward the common goal of preventing the use of commercial tobacco and the exposure to secondhand smoke in the community.
• Information on tobacco laws.
