BIOSOLIDS MANAGEMENT ALTERNATIVES
I. STATEMENT OF WORK
A. SCOPE
It is East Bay Municipal Utility District’s (District’s) policy to promote the beneficial,
sustainable, and cost-effective use of biosolids (Policy 8.02 – Biosolids Management).
The District produces approximately 75,000 wet tons per year of Class B biosolids at the
Main Wastewater Treatment Plant (MWWTP), which are safe for beneficial use as soil
amendments under strict handling protocol per U.S. Environmental Protection Agency
regulations. Biosolids are produced 365 days per year with an average of 200 wet tons
or eight truckloads per day. Those biosolids are currently managed by a single outside
vendor from truck loading at the MWWTP in Oakland, California, to the point of
beneficial use. To expand the portfolio of biosolids management options beyond the
current all-inclusive outsourcing of land application and composting services, the District
seeks proposals for Professional Services to assist staff in analyzing and recommending
biosolids management alternatives.
The drivers for this work are multiple:
1) The number of vendors capable of handling biosolids in the past practice of land
application and composting has dwindled due to consolidation of the biosolids
management business in California. Competitively bidding biosolids management
contracts in the future will not be possible, due to the lack of firms capable of
bidding for the services.
2) The San Jose-Santa Clara Water Reclamation Facility is in transition from drying
their biosolids in drying beds to producing Class B dewatered biosolids on a daily
basis similar to the District. This will add up to 100,000 wet tons per year of
biosolids production in the Bay Area, which reduces available capacity at existing
biosolids-receiving facilities and potentially increases costs for services.
3) The District has established a goal to become carbon neutral by 2030. There is
potential opportunity to obtain carbon offsets or sellable carbon credits through
biosolids handling. Some biosolids handling methods sequester carbon and thus
could be used toward this goal.
4) Beneficial use of biosolids on farmland requires buy-in from landowners, who
typically differ from the farmers who work the land. Landowners have fewer
incentives to beneficially use biosolids and anecdotal evidence suggests
increasing reluctance to do so. The District could benefit from owning farmland
to guarantee biosolids land application availability.

The scope of work includes analysis of the following topic areas:
• Topic 1 - in-house management of land application practices
• Topic 2 - construction of a biosolids storage facility
• Topic 3 - construction of a biosolids compost facility
• Topic 4 - rail or barge transportation of biosolids
• Topic 5 - carbon market potential
• Topic 6 - other beneficial use proposals
The scope of each topic area is described in more detail in Exhibit B.
To maximize opportunities for the best consulting expertise, Proposers are not required
to propose on the entire project. They are encouraged to submit on a single topic or
multiple topics. Each topic will be scored separately. There will be no extra points
scored for proposers who are capable of multiple tasks. Proposers who submit for all or
multiple tasks can still be selected to perform a portion of the work even if the District
selects a different proposer for some of those tasks. One or more Proposers may be
selected for the work.
It is the intent of this RFP and its terms and conditions to describe requested services to
study Biosolids Management Alternatives. See Exhibit B – Scope of Work for a
description of the desired services and potential tasks.
The District intends to award a one-year contract (with an option to renew for a one-
year term) to the Proposer(s) who best meets the District’s requirements.
B. PROPOSER QUALIFICATIONS
1. There are no minimum qualifications for proposers on this RFP. However, it is
expected that proposers will have professional experience in the topic on which
they propose and that proposers will exhibit this experience in their proposals.
2. Proposer shall possess all permits, licenses, and professional credentials
necessary to perform services as specified under this RFP.

A. NON-MANDATORY PROPOSAL CONFERENCE AND SEPARATE SITE WALK
An optional, non-mandatory proposal conference will be held online to:
1. Allow the District to discuss the scope of the project.
2. Provide an opportunity for Proposers to ask specific questions about the project
and request RFP clarifications.
3. Provide the District with an opportunity to receive feedback regarding the project
and RFP.
An optional, non-mandatory proposal site visit will be held at the MWWTP to:
1. Provide Proposers an opportunity to view existing biosolids load-out facilities and
railroad siding.
