Deferred Maintenance & Repair (DMR) – Contract Management Support

The National Oceanic and Atmospheric Administration (NOAA) is publicizing this source sought/request for information notice to seek firms interested in submitting a response as a Prime Contractor for Deferred Maintenance and Repair (DMR) support for a Facilities Engineering Office (FEO). Capabilities statement from potential sources, including but not limited to those firms that qualify under the Small Business Programs represented in the Federal Acquisition Regulations (FAR) Part 19, which includes Small Business, 8(a) Participants, HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), Veteran-Owned Small Business concerns (VOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) concerns and Women-Owned Small Business (WOSB) concerns eligible under the WOSB Program.



THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY. Its purpose is to identify valid sources and gauge business interest in Deferred Maintenance and Repair (DMR) Project Support for the Facilities Engineering Office (FEO).



MARKET RESEARCH IS BEING CONDUCTED by Federal Acquisition Regulation (FAR) Part 10 to gain knowledge of interest, capabilities, and qualifications of other than small and small businesses operating as PRIME CONTRACTORS with the capabilities and experience to perform the required work.



THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THIS MARKET RESEARCH. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SOURCES SOUGHT/REQUEST FOR INFORMATION OR ANY FOLLOW-UP INFORMATION REQUESTED.



The full extent of the work will be described in the solicitation, which may follow at a later date. However, a summary of the services to be performed is as follows.



Description of Work Required:



The Office of the Chief Administrative Officer (OCAO) provides Oversight, technical expertise, and critical support services for the stewardship of NOAA's assets and infrastructure. The office is committed to quality, integrity, and excellence in supporting our customers. The Facilities Engineering Office (FEO) is responsible for developing standard policies and processes for project planning, project management, and progress/performance metrics.



The office manages the total project life-cycle for significant construction projects and repair and alterations projects, including planning, scoping, design, construction, and commissioning of new facilities. In addition to program management and planning capabilities, FEO has expertise in architecture and engineering, conducting facility condition surveys, and related publications and records management.



This contract aims to obtain the services of contracted staff experienced in Facility Program/Project Management to provide much-needed support for the Facilities Engineering Office:



TASK 1 – DMR Engineer



Provide full-time Deferred Maintenance and Repair (DMR) Engineer support for planning, design, and construction projects such as deferred maintenance repair and recapitalization projects. Typical projects range in size from $100K to $5M and involve a wide range of building systems (roofing, mechanical, electrical, site, etc.).



TASK 2 – Facilities Project Development/Builder Data Sustainment



Provide full time Facilities Project Development/Builder Data Sustainment in support to NOAA Facilities personnel.



TASK 3: Project Development Technical Support – Mechanical Engineer



Provide Half-Time Mechanical Engineering to support planning, design, and construction projects such as deferred maintenance repair and recapitalization projects. Typical projects range in size from $100K to $5M and involve a wide range of building systems (roofing, mechanical, electrical, site, etc.).



TASK 4: Project Development Technical Support – Constructability Reviews



Provide 50 hours of Constructability Subject Matter Expert (primarily mechanical) support for assistance planning, scope of work review, and construction projects such as deferred maintenance repair and recapitalization projects.



TASK 5: Construction/Project Manager



Provide full time Construction/Project Managers will develop and/or manage design, design-build, and construction contracts for new, recapitalization, and major repair projects. Projects typically range in value from $250K to $5M, but may involve higher-value and high profile projects.



TASK 6 - DMR Cost Estimator (PACES)



Provide full time Cost Estimator shall perform a variety of work relative to cost estimating in support of (not inclusive) projects and programs through their respective life cycles, cost software library development and management, maintenance of cost database, development of reports, change management, selection process, negotiation meetings, and market research to name a few. DMR Projects typically range in value from $250K to $5M, but may involve higher-value and high profile projects. Work shall be in accordance with the FEO Cost Estimating Policy and Guidance.



TASK 8 - Technical Admin Support



Provide full time Technical administrative support position will be located in Seattle, WA but will provide services to two other offices (Kansas City,MO and Silver Spring, MD) remotely.



TASK 9 - Project Scheduler



Provide on-call Project Scheduler. Number of hours to be determined as per each task order.



Project Scheduler to be responsible for creating and implementing Critical Path Method (CPM) Baseline Schedule with Microsoft Project and/or Primavera; updates monthly construction schedule with narratives and progress analysis; coordinates the various subprojects into a master schedule; maintains and monitors program and project level CPM; monitors program milestones and interdependencies between subprojects, identifying the critical path and suggesting alternatives. Analyzes contractor schedules and advises Government on acceptability of schedule revisions. Analysis may include Time Impact Analysis for Requests for Equitable Adjustments or Claims. Additionally, project scheduler may be asked to work with cost estimators to determine/validate cost impacts of changes/REA’s/claims.



TASK 10: Construction/Project Manager



Construction/Project Managers will develop and/or manage design, design-build, and construction contracts for new, recapitalization, and major repair projects. Projects typically range in value from $250K to $5M, but may involve higher-value and high profile projects.



TASK 11: Construction Management Quality Assurance representative (CMQA)



Provide a full-time Construction Management Quality Assurance (CMQA) representative who will be responsible for performing on-site assessments, validation of contract document compliance, collecting project imagery, producing reports, and immediately notifying the Government of any issues impacting project quality, safety, or schedule. The CMQA will need to travel approximately 50% of the time to inspect projects across the country.



TASK 12 - Travel Allowance



A $100,000 travel allowance will be available for project site visits during the 5-year IDIQ.



The Government proposes to issue a Firm-Fixed-Price (FFP) contract for this requirement. For additional information, see the attached Performance Work Statement (PWS).



The Government will issue a single award IDIQ contract for this requirement contingent upon funding. The term of the contract will be one base year and four option years.



The applicable North American Industrial Classification System (NAICS) Code for this acquisition is 541330 – Engineering Services. The Small Business Size Standard for this acquisition is $22.5 Million.



Interested vendors shall respond to the Sources Sought Synopsis no later than December 11, 2024.



All interested vendors must be registered in SAM to be eligible for award of Government contracts.



No telephone inquiries will be honored.



Please be advised that your participation in this SS is not required to ensure participation in future solicitations and contract awards.



A vendor’s response to this synopsis shall be limited to ten pages and shall include the following information:



1. Company name, address, point of contact with verifiably correct telephone number and email address;



2. Company business size, including any official teaming arrangements as a partnership or joint venture;



3. Company documentation shall include verifying status as a certified 8(a) small business, Small Business, HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns, Veteran-Owned Small Business concerns, Economically Disadvantaged Women-Owned Small Business (EDWOSB) concerns and Women-Owned Small Business (WOSB);



4. Details of two (2) similar projects completed within the last ten (10) years that are relevant to the work that will be required under this project. Firms must include the following information for each of the two (2) similar projects;



a. State whether the firm acted as the Prime Contractor or Subcontractor;



b. Provide a least three (3) examples of successful projecs execution of similar scope and scale and highlight any special sustainability features or certification.



c. Project references (including owner with telephone number and e-mail address);



d. Project cost, term, and complexity of job;



e. Information on the firm's bonding capability to cover 100% of the construction cost - SPECIFICALLY IDENTIFY SINGLE AND AGGREGATE BONDING CAPACITIES; and



f. Please indicate your intent to submit an offer on a subsequent solicitation.



Failure to submit all requested information will result in a contractor not being considered an interested concern.



AGAIN, THIS IS NOT A REQUEST FOR PROPOSALS. This is for planning purposes only and is a market research tool to determine availability and adequacy of potential Small Business Sources. The Government will not reimburse responders for the cost of the submissions.
