Description

The purpose of this RFP is to invite proponents to submit proposals to undertake a Solid Waste Generator Study. This study seeks to gain insights into the patterns of waste generation, understand the composition of waste streams at the source or point of generation, and identify opportunities to improve waste reduction and diversion in the region. Results and analysis from the study should achieve the following:1. Obtain sector specific waste data.
Sectors of interest include:
i. Single Family Dwellings: There are a variety of service models for waste management of single-family dwellings in the region. Waste and organics collection will be provided by the municipality or a private firm. Most of the SFD are serviced by the CRD’s Blue Box program for curbside recycling materials. There are a variety of depots available for non-curbside recycling materials.
ii. Multi-family Dwellings: Multi-family dwellings are considered buildings with 5 units or more and include rented or owned units. Waste management will be through private providers contracted by the buildings.
iii. Industrial, Commercial and Institutional
Examples of industrial, commercial and institutional areas of interest are included below. This list is to provide guidance, the Proponent is expected to develop a comprehensive list and recommended areas to target to gather the most relevant data for the region.
• Hotels
• Food service (e.g., restaurants, cafes, fast food, catering)
• Retail (e.g., small business, malls, grocery)
• Education (e.g., public, private, post-secondary)
• Care facilities (e.g., assisted living, daycare)• Officeiv. Construction and Demolition: Construction and demolition waste arrives at Hartland Landfill by individuals bringing materials to the public drop-off area or by waste hauling companies in consolidated loads. The CRD is interested in understanding the quantity and type of materials generated through construction and demolition activities such as single-family buildings, multi-family buildings and/or commercial buildings. The Proponent is expected to develop and recommend a methodology to identify composition of waste generated through construction and demolition projects. This may be through sampling, reviewing existing data and applying to regional specific building composition, a combination of both or an alternative method proposed by the Proponent.v. Public Spaces (e.g., streetscape, parks, bus stops, etc.)2. Develop a baseline for comparison on a three-year study cycle.3. Identify materials or streams that may be targeted for new or enhanced initiatives or policies.
