NYSERDA seeks a contractor, or team of contractors, to conduct a comprehensive statewide Residential Building Stock Assessment of a representative sample of single-family buildings (with 1 to 4-units) throughout New York State. The selected Contractor will be required to execute a complex and multi-faceted project including the following tasks:
- Lead working groups with NYSERDA and other primary stakeholders to finalize metrics and a plan for data collection, analysis, and reporting.
- Update the documentation and tools from the 2019 Residential Building Stock Assessment, create new data collection instruments, as needed, and institute a data security plan.
- Design sampling strategies to efficiently collect the primary data needed to inform the research objectives with a sufficient level of statistical precision and accuracy across desired stratifications.
- Collect primary data through self-reported surveys and in-person or virtual site observations and/or image analysis.
- Consolidate and analyze the primary data and compile draft and final reports detailing the research objectives and associated outcomes of this study.

As noted below, there will be one option to renew at NYSERDA's sole discretion.

Eligibility/Qualifications Requirements/Preferences:

Bidders may form interdisciplinary teams to meet project goals as needed. Required skills and experience include baseline evaluation, market research, field data collection, working group facilitation, Qualtrics survey design and implementation, proficiency in Microsoft 365 applications, and statistical software.

This project also requires expertise related to building science and energy usage (including electric, natural gas, fuel oil, and propane energy efficiency projects), beneficial electrification, on-site generation (including renewables), and building-related climate resilience as applicable to single-family homes (defined as having one to four units).
Experience working with low-income households and/or non-English speaking populations is preferred.

Contract Term: The project award resulting from this solicitation will be for 2 years with one 2-year option to renew at NYSERDA's sole discretion.
