Reference is made to Special Notice (ID SP3300-20-C-5001(Modification-P00020)) to contract SP3300-20-C-5001 published to SAM.gov on 12/12/2024. This notification is being published to incorporate a copy of the redacted Justification and Approval, resulting from executed modification P00020 to the referenced contract. The original Special Notice read as follows:

Description

DLA Distribution, New Cumberland, PA intends to extend services in accordance with (IAW) FAR clause 52.217-8, Option to Extend Services, through a modification to the existing DLA Distribution contract number SP3300-20-C-5001. This contract was established for a contractor to provide all management, supervision, and labor, to perform receipt, stow, issue, and local delivery of material in the Work in Process Control Area (WIPCA) and computer operations at DDCT, in support of the Corpus Christi Army Depot (CCAD) Maintenance Activity.

A follow-on contract is being recompeted at this time. In order to ensure continuity of services while the follow-on contract is awarded, a short-term extension of the current contract is required. The extension will be in accordance with FAR 52.217-8, “Option to Extend Services” clause that is included in the contract.

In accordance with FAR 6.302-1, DLA anticipates awarding a modification to existing DLA Distribution Contract SP3300-20-C-2001 on a sole source basis to Bowhead Operations and Maintenance Solutions, LLC (Bowhead). The period of performance of the extension will be one (1) month beginning on March 1, 2025 through March 31, 2025. Due to unanticipated acquisition process delays, it has become necessary to modify existing contract SP3300-20-C-5001 to allow for uninterrupted WIPCA Support Services through March 31, 2025.

Pursuant to the exception under FAR 6.302-1(a)(2)(iii), only Bowhead is capable of providing the services at this time; award to any other source will result in unacceptable delays and cause a disruption to DDCT and to CCAD's activities. The modification to current contract SP3300-20-C-5001 will serve as a temporary solution to fulfill immediate mission requirements.

The J&A for this extension of services will be posted as part of this notice once executed.
