The Department of Veterans Affairs, Network Contracting Office (NCO) 07, located 1826 Veterans Blvd., Dublin, GA 31021 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice satisfies the posting requirements at FAR Part 5.101.

The Department of Veterans Affairs, Atlanta VA Healthcare System is seeking to negotiate a sole source award to Data Innovations LLC for Data Innovations Instrument Manager (IM) Maintenance & Support, Enterprise Sustainment Plus, Implementation Services for Low Complexity Auto-verification Workflows, software licensing renewal, EP Evaluator, Moving averages and Laboratory Intelligence for the Atlanta VA Medical Center. Services under the proposed procurement will be for one (1) base year effective 6/1/2025, with four (1) one-year option periods.

The North American Industry Classification System (NAICS) for this requirement is, 513210-Software Publishers. The anticipated Product Service Code (PSC) for this requirement is DH10- IT AND TELECOM - Platform as a Service: Database, Mainframe, Middleware). The 2022 Small Business Administration (SBA) size standard for this sector is $47.0 Million.

This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available, and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
