Sealed proposals will be received by the City Clerk at City Hall, Harrisonville, Missouri, until 2:00 PM on Tuesday, June 2, 2026, at which time proposals for:

2026 CURB & GUTTER PROGRAM

Will be publicly opened and read aloud. The work under this Contract consists of the following:

Contractor providing the labor, materials, and equipment to remove and replace concrete ADA ramps, sidewalks, driveway approaches, curbs, and gutters at various locations and as detailed herein including mobilization, traffic controls, grading, and site restoration.

All equipment, material and workmanship must be in accordance with the Plans, Specifications and other Contract Documents in the Project Manual on file with the City of Harrisonville, Missouri. Copies of plans and specifications can be seen or purchased for a Non-Refundable fee on-line at www.drexeltech.com https://projectbids.drexeltech.com/> in their eDistribution plan room, additional assistance is available at distribution@drexeltech.com . Information regarding this project can be found in the "Public Jobs" link on the website. Contractors desiring the Contract Documents for use in preparing bids may also obtain a set of such documents from Drexel Technologies; 10840 West 86th Street, Lenexa, KS 66214, telephone number is 913-371-4430.

The City reserves the right to accept or reject any or all bids and to waive any technicalities, irregularities, or informalities therein; and to determine which is the lowest and best bid to accept. Bid may be modified or withdrawn by written request of the bidder received in the office of the City Clerk, prior to the time and date for bid opening. A Bid Bond or certified check on a reputable bank in the amount equal to five (5%) percent of the total amount of the Bid must accompany each Proposal. No Bidder may withdraw his Bid for a period of ninety (90) days after date of opening of Bids.

All wages paid for work under this Contract shall comply with requirements of the Prevailing Wage Law of the State of Missouri, Missouri Public Law 294, Sec. 290.210 through Sec. 290.340, R.S.MO . 1969, as amended and prevailing wages as established by the U. S. Department of Labor.

Nondiscrimination in Employment: Bidders on this work will be required to comply with the President's Executive Order No. 11246, Title VI and Section 3 of the 1968 HUD Act as pertaining to Equal Employment Opportunity through Affirmative Action. The requirements for bidders and contractors under this order are explained in the Project Manual.

Tax Exempt Status: All or certain items required for this contract are for the constructing, repairing, or remodeling of facilities for an exempt entity and qualify for exemption from State and local sales and use taxes under R.S.MO 144.062. The Instruction to Bidders and Regulations of the Contract include tax exemption provisions covering the submission of the application for tax exemption determination by the Bidder awarded the Contract.

Enrollment in Federal Work Authorization Program: Bidders are informed that pursuant to Section 285.530, R.S.MO , as a condition of the award of any contract in excess of five thousand dollars ($5,000.00), the successful bidder shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Successful bidders shall also sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the contracted services.

Safety Training: Bidders are informed that the Project is subject to the requirements of Section 292.675, R.S.MO , which requires all contractors or subcontractors doing work on the Project to provide, and require its on-site employees to complete, a ten (10) hour course in construction safety and health approved by the Occupational Safety and Health Administration (“OSHA”) or a similar program approved by the Missouri Department of Labor and Industrial Relations which is at least as stringent as an approved OSHA program. The training must be completed within sixty (60) days of the date work on the Project commences. On-site employees found on the worksite without documentation of the required training shall have twenty (20) days to produce such documentation.
