REQUEST FOR INFORMATION

Norfolk Naval Shipyard (NNSY), Naval Support Activity Portsmouth, C400, is issuing this sources sought as a means of conducting market research to identify parties having an interest, and the resources to provide basic services for commercial PORTABLE TOILETS and general CLEANING/PUMPING SERVICES at various locations on NNSY, Portsmouth, VA 23709. The intention is to procure these supplies/services on a competitive basis.

BASED ON RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART), OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered.

Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

REQUESTED INFORMATION

• Rental of up to 200 units and the service of these units

The government is requesting information on the purchase and/or rentals of up to 200 units (portable toilets, both regular and ADA compliant/hand washing stations). If purchased by the government, units will be stored on-site. The service portion of these units is anticipated to be between 15 and 75 units per visit at any one time. Service is anticipated to be 4-5 days per week for cleaning/restocking and pumping as needed. Information from this notice may be utilized under more than one contract action, based on results from market research conducted in conjunction with this notice.

If your organization has the potential capacity to perform these contract supply/services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization, number of employees and revenue for the last three years; 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability; 3) Relevant past performance not dating back further than three years. Note, if requirements can be satisfied using Government-wide contract vehicles that your organization has, (for example: General Services Administration (GSA) Multiple Award Schedule contracts), please provide the contract type/vehicle, contract number, and a description of the services provided under that vehicle.

ELIGIBILITY

The anticipated NAICS code for this requirement is 562991 Septic Tank and Related Services. However, please submit any information for the consideration of the government. The Product Service Code is W085 Lease or Rental of Equipment: Toiletries. All interested parties must accurately reflect their size and socio-economic status.

ADDITIONAL INFORMATION AND SUBMISSION DETAILS

Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pt. All responses under this Sources Sought Notice must be emailed to Jason Fittro, Jason.d.fittro.civ@us.navy.mil

This documentation must address at a minimum the following items:

1) What type of work has your company performed in the past in support of the same or similar requirement?

2) Can or has your company managed a task of this nature? If so, please provide relevant past experience.

3) Provide a statement including current small/large business status.

4) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern.

All data received in response to this Sources Sought, that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
