The Reno-Tahoe Airport Authority (RTAA, or Owner) has issued this Invitation to Bid (ITB) with the sole purpose and intent of obtaining sealed bids (Bid) from qualified contractors (Contractor, or Bidder/Offeror) to expand the South Remain Overnight (S.RON) Apron south by ninety feet (90') to provide pavement that supports future phases of construction for new concourses (Project).
If awarded, a contract (Contract) will be effective on the date the Contract is approved by the RTAA's Board of Trustees, signed by all required parties, and filed with the Director of Contracts & Procurement.  However, the RTAA reserves the right to not award a contract for any work herein; the issuance of this ITB does not guarantee any subsequent award.  Furthermore, the RTAA reserves the right to hire any additional contractors or consultants as needed at its discretion.
It is the intent of the RTAA to select a qualified Contractor licensed to work in the State of Nevada to perform the following:
  • Expand the existing South RON Apron by approximately 90 feet with new cement concrete pavement; and
  • Remove, salvage, and reinstall existing infield aggregate slope protection rock; and
  • Remove existing airfield lighting; and
  • Remove and reinstall existing Apron area lights, poles, panels, and fixtures, and install new conduit, cabling, handholes, and foundations; and
  • Installation of new electrical systems for the existing underdrain lift station; and
  • Remove existing pavement markings for the new South RON parking positions, and re-establishing the vehicle service roads (VSRs), Security Identification Display Area (SIDA), Taxiway A, taxilanes, lead-in lines, gate designators, painted signs, and nonmovement line markings; and
  • Relocation for existing utility structures, hydrant systems, storm interceptor system, lift station pump electrical/alarm cabinet, and storm drainage systems; and
  • New storm and under drainage system for the new pavements; and
  • New fire suppression, glycol collection, and sanitary sewer utility systems to support the South RON apron expansion; and
  • Asphalt pavement section patching for the new utility trenches; and
  • Provide all material, labor, tools, expendable equipment, transportation services, permits and fees, utilities required, and all incidental items necessary to provide the scope of work and specifications provided herein as Attachment D - Special Conditions and Attachment E - Technical Specifications/Drawings , subject to all terms and conditions contained in this ITB.
Funding for this Project has not yet been approved but will include multiple funding sources: (a) Bipartisan Infrastructure Law - Airport Infrastructure Grant [AIG #3-32-0017-XXX-2025 to be awarded], and (b) alternative minimum tax (AMT) bonds.  The Engineer's Estimate range for the Project is $9 Million to $9.2 Million.
Any Contractor wishing to submit a Bid must be deemed qualified pursuant to NRS §338.1379 or §338.1382.  If the Contractor does not submit the required documents verifying qualifications, their Bid will be deemed non-responsive.  Contractor must complete the Qualified Contractor Certifications in Attachment B - Bid Submittals , and acknowledge that the Contractor shall be qualified to bid on public work in accordance with NRS §338.1379 or §338.1382.
A non-mandatory Pre-Bid meeting will be held on March 7, 2025, commencing promptly at 3:00 PM [PST], and will be held at the RTAA's administrative offices located at 2001 E. Plumb Lane, Reno, Nevada 89502.  An on-site walk through will be completed at the end of the meeting.
Bidders are required to submit one (1) ORIGINAL copy of their Bid and one (1) electronic copy on a flash drive.  The Bidder must ensure that the thumb drive is not corrupted, or password protected, and contains the entire ITB response.  All documents required to be submitted shall be enclosed in a sealed envelope or package marked "Concourse Development Project - South Remain Overnight" followed by the name and address of the Bidder and the due date and time for receiving ITB responses.  Mailed Bids shall be enclosed within another envelope with the notation "BID ENCLOSED" on the face of the outside envelope.

Late Bids will not be accepted and will be automatically disqualified from further consideration.  No Bid, whether mailed or hand delivered, shall be considered if it has not been received at the RTAA's Contracts & Procurement Department, 2770 Vassar Street, Reno, NV, on or before the Bid submittal deadline.  Postmarks do not qualify as delivery.  The clock at the Contracts & Procurement Office is the RTAA's official clock; timeliness of Bids will be determined using only this clock.  Contractors assume full responsibility for timely delivery of their Bid at the specified location.  Contractors assume the risk for the method of delivery chosen.  The RTAA assumes no responsibility for delays caused by any delivery service.  Oral, telephonic, faxed, web-based submittals to NGEM, or emailed Bids are invalid and will not receive consideration.
All Prospective Bidders are responsible for continually monitoring NGEM to ensure receipt of any Addenda associated with this Bid.
