The North Carolina Department of Transportation is requesting bids for the above subject Contract
Proposal. The Contractor is to furnish labor, material, and equipment.
The date of availability for this contract is August 26, 2026.
The completion date for this contract is March 1, 2027.
All bids shall be prepared and submitted in accordance with the following requirements.
Failure to comply with any requirement may cause the bid to be considered irregular and
may be grounds for rejection of the bid.
For preparing and submitting the bid electronically using the online system Bid Express(R), refer
to Article 102-8(B) of the Standard Specifications.
Bidders that bid electronically on Raleigh Central-Let projects will need a separate Digital
Signature from Bid Express(R) for Division Contracts.

ELECTRONIC ONLINE BID THRU BID EXPRESS:
1. Download entire proposal from Connect NCDOT website. Download the electronic
submittal file from the approved electronic bidding provider website.
2. If the Interested Parties List provision SP01 G02 is part of the proposal prior to submitting a
bid on a project, the bidder shall sign up on the Interested Parties List in conformance with
Interested Parties List provision SP01 G02.
3. Prepare and submit the electronic submittal file using the approved electronic bidding
provider software.
4. Electronic bidding software necessary for electronic bid preparation may be downloaded
from the Bid Express website following the directions at:
https://connect.ncdot.gov/letting/Pages/Electronic-Bidding.aspx
ELECTRONIC BIDS (UNLESS OTHERWISE SPECIFIED IN THE PROJECT
SPECIAL PROVISIONS) FOR THE CONSTRUCTION OF THE FOLLOWING
PROJECT WILL BE PUBLICLY READ AT DIVISION 9 LOCATED AT 375 SILAS
CREEK PARKWAY, WINSTON-SALEM, NC AT 2:00 PM ON JULY 22, 2026. NO
ELECTRONIC BIDS WILL BE RECEIVED AFTER 2:00 PM.
The public letting for July 22, 2026, will be held via conference call. If a bidder wishes,
they may join the conference call just prior to 2:00 p.m. by calling the number below:

The North Carolina Department of Transportation, in accordance with the provisions of Title VI
of the Civil Rights of 1964 (78 Stat.252) and the Regulations of the Department of Transportation
(49 C.F.R., Part 21), issued pursuant to such act, hereby notifies all bidders that it will
affirmatively insure that the contract entered into pursuant to this notice will be awarded to the
lowest responsible bidder(s) without discrimination on the grounds of sex, race, color, or national
origin.
Contractors must be pre-qualified by NCDOT prior to bidding on this project. If you have
