Student Transportation Services

The Lewisville Independent School District (LISD or District) is accepting proposals for Student Transportation Services to provide complete pupil transportation services including home to school and school to home routes, special education transportation services, campus shuttle services, as well as extra-curricular transportation services for campuses and departments. LlSD is soliciting proposals for the contractor to provide the management expertise, the necessary regular and standby drivers, vehicle maintenance, driver training and safety personnel with the expectation for the vendor to provide the best service of coordination, timeliness, proper functioning of safe buses for the transportation of students, while providing excellent communication and customer service to students, parents, and district staff.
LISD has ownership of a fleet of 285 buses and expects the fleet utilized under the terms of this contract to be used solely and exclusively for the transportation needs of the District. Any deviation from this expectation to be proposed by the Contractor should be included in the proposal and clarified with pricing implications clearly identified.
Currently, LISD's transportation services are under contract with Texas Central School Bus. The fleet includes 285 buses, owned by LISD, operating approximately 236 routes per day. These routes run 165 regular education three-tier routes, with an additional 71 special needs routes performed daily. In addition, these buses are used for back-up and field trips, as well as academic shuttles during the school day. During the 2023-2024 school year, the current contractor listed a total of miles driven as follows:1,461,429.76 HTS, 956.80 ACADEMIC, 1,041,434.73 SPECIAL EDUCATION, 11,629 ESY, and  126,190 CTE. There are currently three LISD-owned terminals from which transportation services are operated: 601 E. Purnell in Lewisville, TX; 900 South Mill St. in Lewisville, TX; 4325 Cougar Alley in The Colony, TX. Lewisville ISD encompasses 127-square miles and serves 48,000 students from thirteen municipalities including Argyle, Carrollton, Coppell, Copper Canyon, Double Oak, Flower Mound, Frisco, Grapevine, Highland Village, Hebron, Lewisville, Plano and The Colony.
The anticipated term of this Agreement between the district and the provider shall be for a period of approximately five (5) years beginning June 15, 2025, and ending July 31, 2030 (the "Initial Term"), with a five (5) year renewal term option through written mutual agreement of both parties, beginning August 1, 2030 and ending July 31, 2035 (the "Renewal Term"), subject to the availability of funds. The form of agreement to be used for these services and this proposal will be presented to the proposed vendor or vendors contingent upon an agreement meeting the student transportation needs of the district. The agreement shall be called "Agreement for the Transportation of LISD Students and Staff as Needed" (the "Agreement").

**Current contract with Texas Central expires on July 31, 2025. This contract will start on June 15, 2025 to allow for onboarding and preparation for the 2025 -2026 school year with student transportation services beginning August 2025.

The initial term of this proposal shall be from June 15, 2025 - July 31, 2030.

Dependent on the long-range needs of the District and mutual consent of both parties, and contingent on approval by the LISD Board of Trustees, there will be one successive renewal options, consisting of a five year term.

Initial Anticipated Contract Term: June 15, 2025 - July 31, 2030

Tentative Second Term - Renewal Option: August 1, 2030 and ending July 31, 2035
