Sealed proposals will be received at the office of the Director of Public Service and Safety, City Hall, 100 South Market Street, Troy, Ohio, 45373-7303, until 12:00 Noon local time on Wednesday, July 22, 2026 in accordance with the plans and specifications now on file in the Office of the Director of Public Service and Safety, City Hall, 100 S. Market Street, Troy, Ohio.   The bidding documents may be requested and reviewed at the Office of the Director of Public Service and Safety, City Hall, 100 S. Market Street, Troy, Ohio.

Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein.  Proposals shall be submitted on the forms furnished by the City and must be enclosed in a sealed envelope endorsed by the Bidder and marked “bid – Internet and Telephony Services.”  Bids may be submitted by mail to the Director of Public Service and Safety, 100 South Market Street, P.O. Box 3003, Troy, Ohio, 45373-7303.  Each Bidder must submit evidence of his experiences on projects of similar size and complexity.  All Contractors and Subcontractors involved with the project will, to the extent practical, use Ohio products, materials, services, and labor in the implementation of this project.

Bidders must comply with the prevailing wage rates on Public Improvements in Miami County and the City of Troy, Ohio as determined by the Ohio Department of Industrial Relations.

Each Bidder is required to furnish, with his proposal, a Bid Security in accordance with the Ohio Revised Code as a guarantee that if the proposal is accepted a Contract will be entered into.  The Bid Security shall be in one of the following forms.

  1. A bid bond in the amount of 100% of the bid amount, payable to the City of Troy, Ohio, or
  2. A certified check, a cashiers’ check, an Official Bank Check, or a letter of credit in the amount of 10% of the bid amount, payable to the City of Troy, Ohio

A Performance Bond and a Payment Bond, each for the full amount of the Bid, will be required after the contract is awarded to cover the installation period.

The City of Troy reserves the right to reject any or all bids, to waive any irregularities in the bids when to the advantage of the City and to select the best bid in its opinion. The City of Troy, Ohio is in compliance with ADA.
