BACKGROUND
Family Health International (FHI 360) is an international nonprofit working to improve the health and well-being of people in the United States and around the world. FHI 360 partners with governments, the private sector, and civil society to bring about positive social change and to provide lifesaving health care, quality education, and opportunities for meaningful economic participation. FHI 360 works to address the complex challenges of human development with a unique mix of multidisciplinary, integrated solutions. Our areas of practice include civil society, communication and social marketing, economic development, education, the environment, gender, health, nutrition, research, technology, and youth.
PURPOSE
FHI 360 is requesting quotations from suppliers to provide Installation and Commissioning of HVAC System and Class III Biological Safety Cabinet for National Reference Lab for Special Pathogens (NRL-SPL) BSL2+ Including Recertification.
1. Strengthened biosafety infrastructure – Upgrading the HVAC system and installing a Class III Biological Safety Cabinet ensures safe handling of high-risk pathogens like Hantavirus and Ebola, reducing risks to laboratory staff and the public.
2. Restored operational capacity – Recertifying the Special Pathogens Laboratory (NRL-SPL) allows it to resume its role as the frontline facility for detecting emerging and re-emerging pathogens, including Pathogen X.
3. Enhanced outbreak response – Decentralized and resilient laboratory systems shorten turnaround times for confirmatory testing, enabling faster epidemiological investigations and public health interventions.
4. Global health alignment – Supports the Philippines’ commitments under EpiC-GHS and WHO frameworks, contributing to international surveillance and preparedness against pandemics.
5. Sustainability through after-sales service – Inclusion of repair, calibration, warranty, and procurement support ensures long-term functionality and reliability of critical laboratory equipment.
VENDOR REQUIREMENTS
A. Biological Safety Cabinet with ducting
1. One (1) compatible Uninterruptible Power Supply (UPS) with automatic voltage
regulation.
2. Shipping and Installation costs to above stated institution.
3. End user training upon completion of Installation and Commissioning.
4. Three (3) years warranty on services and parts excluding consumables.
5. Three (3) years recertification (Annual) and semi-annual preventive maintenance.
6. Four (4) hours call response time and eight (8) hours for onsite service.
7. Installation and full commissioning on or before September 15, 2026.
B. HVAC System
1. Three (3) years warranty on services and parts excluding consumables.
2. Three (3) years recertification (Annual) and quarterly preventive maintenance.
3. Eight (8) hours call response time and twelve (12) hours for onsite service.
4. Completion and fully operational by or before September 15, 2026.
VENDOR SELECTION & CONTRACT AWARD
The final selection will be based on the best value, including favorable cost, vendor capabilities, and delivery commitment.

RESERVED RIGHTS
All RFQ responses become the property of FHI 360, which reserves the right in its sole discretion to:
• To disqualify any offer based on the offeror's failure to follow solicitation instructions.
• Extend the time for submission of all RFQ responses after notification to all offerors.
• Terminate or modify the RFQ process at any time and re-issue the RFQ to whomever FHI 360 deems appropriate.
• FHI 360 may choose to issue multiple awards based on the solicitation.
• Reserves the right to issue an award based on the initial evaluation of offers without discussion.
• FHI 360 will not compensate vendors for the preparation of their response to this RFQ.
• Issuing this RFQ is not a guarantee that FHI 360 will award a Master Service Agreement
• FHI 360 shall not be obligated to order any minimum or maximum quantities of services or products and assumes no commitment, financial or otherwise.
