The Massachusetts Convention Center Authority (the "Authority") will receive sealed general bids for Mass Mutual Center Fire Alarm Upgrades (T24A) & BMS Upgrades (T26A) at the Administrative Offices of the Authority at 415 Summer Street, Boston, Massachusetts 02210, until 12:00 p.m. local time on August 25, 2026, immediately after which, in a designated room, the general bids will be opened and read publicly.

Filed Sub-Bids for this project are as follows and shall be hand delivered to Administrative Offices of the Authority at 415 Summer Street, Boston, Massachusetts 02210, until 12:00 p.m. local time on August 10, 2026, immediately after which, in a designated room, the filed sub-bids will be opened and read publicly.

The work of this project in Springfield, Massachusetts includes, but is not necessarily limited to, Fire Alarm Upgrades (T24A): The scope of this work is upgrading the existing fire alarm system at the MMC. The existing fire alarm system is currently utilizing an EST-3 FACP. As part of this project this panel shall be upgraded to an EST-4 Voice Evac FACP installed within the same backbox. A FireWorks Workstation with a 55” touchscreen display will be added to the security room, and the existing annunciator is to be replaced with new. All existing initiating and signaling devices throughout the building shall be replaced with modernized addressable equivalents. The existing smoke control system is currently monitored and controlled through the Building Management System (BMS). As part of this project, the smoke control system controls shall be transferred from the existing BMS to the Fire Alarm System (FAS) to improve system reliability, supervision, and emergency response functionality. Refer to the Fire Alarm proposed work narrative for more detail.

BMS Upgrades (T26A): The scope of this work is upgrading the Building Management System at the MMC. The work generally includes a new front-end system including but not limited to removal of all existing controllers and equipment associated with the antiquated head-end system, which shall be replaced with a new head-end system that will be tied into the existing equipment, sensors, etc. The new BMS would serve all equipment across both the Arena and Convention Center portions of the building. This project will include the implementation of various controls-based energy conservation measures (ECMs) concurrent with the BMS replacement. The smoke control system will be migrated from BMS control to fire alarm control as part of this project. Refer to the BMS Upgrades proposed work narrative for more detail. All as more fully set forth in the Drawings and Notes.

A pre-bid conference will be held on July 15, 2026, starting at 2:00pm at the MMC located at 1277 Main Street Springfield, Massachusetts. Enter the building at the Box Office entrance on Bruce Landon Way. The pre-bid conference will be followed by a walk-through of the site.

Questions or requests for information, clarification or interpretation of the bidding documents must be submitted to procurement@massconvention.com in writing in accordance with the Instructions to Bidders and must be received no later than 5:00 p.m. on July 24, 2026.

Each general bid on this contract must be accompanied by a copy of a Certificate of Eligibility issued by the Massachusetts Division of Capital Asset Management and Maintenance
