Notice to Contractors
Sealed bids for East Jackson Boulevard Roadway Lighting, Project #SE0247 , will be received
at: City of Jackson, 101 Court St., Jackson, MO 63755 until 2:00 o'clock P.M. (Prevailing Local Time)
on the 17th day of March , 2026 at the office of the Jackson City Clerk , and at that time will be
publicly opened and read. All bids shall be submitted in the form of sealed paper bids and shall be valid for
60 days after the Bid Date.
The proposed work includes: Installation of new roadway lighting along Route 61 East Jackson Blvd. from
approximately the intersection of North Hilltop Drive in an easterly direction to South Old Orchard Road &
Installation of new electric services and renovation of existing circuit wiring for existing lighting along MO-
72 West Jackson Blvd. from approximately 1000’ east of County Road 335 in an easterly direction to
Highway 25/South Hope Street .
Bid Documents will be available for download beginning on the 25th day of February , 2026 from the
plan room at www.stricklandengineering.com for a non-refundable fee of $25.00 per download. The
contractor will be responsible for printing. Partial plan set and specifications will not be available.
A pre-bid conference will be held at 2:00 PM on the 3rd day of March , 2026 at Jackson City Hall,
101 Court St., Jackson, MO 63755 . All bidders are encouraged to attend the pre-bid meeting.
All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing
hourly rate of wages of work of a similar character in this locality as established by the Department of Labor
and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher.
The City of Jackson hereby notifies all bidders that it will affirmatively ensure that in any contract entered
into pursuant to this advertisement, businesses owned and controlled by socially and economically
disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and
will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national
origin in consideration for an award.”
All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 from the current version of the
Missouri Standard Specifications for Highway Construction, including all revisions. The contractor
questionnaire must be on file 7 days prior to bid opening.
Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour
OSHA construction safety program, or similar program approved by the Department of Labor and Industrial
Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the
construction project.
A certified or cashier’s check or a Bid Bond in the amount of 5% shall be submitted with each proposal.
Performance and Payment Bonds will be required for the project work.
The City of Jackson is a tax-exempt entity, and all materials and supplies incorporated or consumed during
this project are exempt.
The City of Jackson reserves the right to reject any or all bids. The project will be awarded to the lowest,
responsive, responsible bidder.
The DBE Goal for this project is 0% .
