Pre-Solicitation Synopsis



South Fork Well Replacement



Rio Grande National Forest





1. This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this pre-solicitation. If a competitive solicitation is issued in the future, it will be announced via the System for Award Management (SAM) at SAM.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.



2. Applicable North American Industry Classification System (NAICS) Code: 237110, Water and Sewer Line and Related Structures Construction ($39.5 Small Business size standard).



3. Type of Contract to be Awarded: As a result of this pre-solicitation and possible solicitation, the Special Project Operations Center (SPOC), Intermountain Branch, plans to award a firm fixed price contract.



4. Type of Solicitation: The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, "Contracting by Negotiation".



5. Pre-solicitation Posting Period: This pre-solicitation will be posted for 15 calendar days.

7. Contract Description: The purpose of this acquisition is to construct, drill, and develop a new potable water well, perform all necessary water quality analysis for use as a Public Water System (PWS), install an existing submersible pump, and install a new pump control panel for Rio Grande National Forest's South Fork Bunkhouse. Please see attached Performance Work Statement (PWS) for additional details on the work to be completed.



8. Project Location: The project site is located near South Fork, Colorado in Rio Grande National Forest.



9. Period of Performance (PoP): The PoP for this project is 60 days after the Notice to Proceed (NTP) is issued.



10. Disclosure of Magnitude: The anticipated magnitude for this project is between $25,000 and $40,000.



11. Type of Set-Aside: Total (100%) small business set-aside.



12. Responses: Interested and capable sources are encouraged to respond to this pre-solicitation with a Statement of Capability. In addition to a Statement of Capabilities, firms responding to this announcement should include company name, Unique Entity Identification (UEI), point of contact, address, and indicate whether they have any small business designations (veteran-owned, service-disabled veteran, 8(a), women-owned, etc.). Responses should be submitted to Nolan McDowell, Contract Specialist, at nolan.mcdowell@usda.gov prior to the deadline in this notice.
