Summary
The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Tuesday, August 25, 2026 at 5:00 pm (local prevailing time).
The purpose of this Request for Proposals (RFP) is to establish a contract with one or more qualified Contractors to provide comprehensive elevator inspection services for City-owned facilities on behalf of the City's Department of General Services on an 'as needed basis', in accordance with the terms, condition and specifications of this RFP.
Background
The City of Newport News maintains 27 buildings (ten EDA, two (2) Waterworks) buildings with 58 active elevator units, including 1 dumbwaiter, 3 chair/stair lifts, 30 (nine EDA, two Waterworks) hydraulic units, and 24 (10 EDA) traction units. These services were previously performed in-house; however, the City has determined that outsourcing is in its best interest.
