ROC 52 ADA Project: Preliminary and Final Design Services

Brief Description: MnDOT requests letters of interest for preliminary and final design of ADA, sidewalk, trail, and related roadway improvements along Trunk Highway (TH) 52 between the 75th Street Interchange and the Mayowood Road overpass in Rochester. The corridor includes numerous pedestrian ramps, trail segments, frontage road connections, and intersections requiring ADA upgrades, geometric refinements, drainage review, and minor operational improvements identified during District 6 scoping. Consultant support is needed to provide the technical expertise required to develop the preliminary and final design, prepare environmental documentation, coordinate with functional groups and local partners, and deliver a complete plan set for the programmed project. The goal of this project is to develop complete preliminary and final design plans for ADA, sidewalk, trail, drainage, geometric, and operational improvements along TH 52, including all required documentation, coordination, digital Project Specific Electronic Data (P SED) deliverables, and construction ready plans for the programmed letting.

MnDOT Contract No. 1063927
Exhibit A: Specifications, Duties, and Scope of Work
Scope of Work
1. Project Overview
1.1. Independent Successful Responder
1.1.1. The Successful Responder agrees it is acting in the role of an independent contractor. The
Successful Responder, and its employees and subcontractors, will not be considered
employees of MnDOT for any reason. The Successful Responder acknowledges that it is
responsible for its own financial control. The Successful Responder has negotiated the
payment for this contract with the MnDOT, which may result in a profit or loss for the
Successful Responder. The Successful Responder also acknowledges that it is responsible
for the behavioral control of itself, its operations, and its staff. The Successful Responder is
solely responsible for determining the means, methods, and sequence of performing the
work covered by this contract. MnDOT has included deliverable dates in this contract, not
to provide a "sequence" of work but because the MnDOT must coordinate these
deliverables with (1) the MnDOT's financial plans, (2) other contracts managed by the
MnDOT, and (3) work performed by the MnDOT's own staff. The parties have mutually
drafted and agreed upon a scope of work. The level of detail used to describe the work is
intended only to establish minimum standards and ensure consistency across the hundreds
of projects managed by MnDOT; the Successful Responder remains responsible for
determining the means and methods of performing the work to meet or exceed those
requirements. MnDOT will not directly supervise the Successful Responder's work but will
provide oversight and monitoring, as required by Minnesota Statutes 16C.08 and 23 Code
of Federal Regulations (CFR) Part 172.5, to ensure compliance with the terms, conditions,
and specifications of this contract. At the conclusion of this contract, the MnDOT will
evaluate the Successful Responder's performance under this contract for potential use in
future evaluations and selections as required by Minnesota Statutes 16C.08 and 23 CFR
Part 172.5.
1.2. General Statement of Scope of Work
The purpose of this contract is to provide professional engineering services for the
preliminary and final design of Americans with Disabilities Act (ADA) and sidewalk
improvements along Trunk Highway (TH) 52 in Olmsted County.
The work includes, but is not limited to, project management, environmental
documentation, development of construction limits, preparation of design memoranda,
intersection control evaluation (ICE) as needed, preliminary and final Level 2 geometric
layouts, preliminary and detailed drainage design, traffic management plan, roadway
design, traffic engineering, ADA design, lighting design, signing and pavement marking
design, utility coordination, special provisions, cost estimates, preparation of the final plan
package, and construction support services.
Work effort will include coordination with MnDOT functional groups including Surveys,
Environmental, Water Resources, Traffic, Bridge/Structures, Materials, Right of Way (ROW),
Construction, and Maintenance, as well as coordination with the City of Rochester and
Olmsted County.

1.3. Project Background
This project includes ADA improvements, sidewalk and trail repairs, and geometric and
operational enhancements along TH 52 from the 75th Street Interchange to the Mayowood
Road overpass bridge in Rochester, MN. The corridor includes numerous pedestrian ramps,
frontage road connections, bituminous trail segments, and intersections needing ADA
upgrades, drainage review, geometric refinements, and potential signal modifications as
previously identified during MnDOT's scoping process.
1.4. Web-Based Teleconferencing
1.4.1. The Successful Responder must provide the means for the project team to meet via web-
based teleconferencing that allows participants to view the desktop of the meeting
organizer. Participants must be able to "take control" of the virtual desktop as needed to
point out things on the file being displayed. Voice communication may occur via computer
or phone.
1.5. Source Type Codes and Primavera 6 (P6) Activity Codes
1.5.1. Every deliverable must list a P6 activity code that matches the P6 activity in the P6
schedule. The Successful Responder may use this code to understand the due dates for that
deliverable in the schedule and how the activity relates to other activities in the schedule.
1.5.2. If requested by the MnDOT's Project Manager (PM), every deliverable must list a source
type code. The source type code may be used in the Successful Responder's invoice to
subtotal the deliverables together under that source type code.
1.5.3. The Successful Responder is not required to know how to use P6 or work within the
program itself unless stated in Project Management section. The Successful Responder is,
however, expected to understand the concept of Critical Path Method (CPM) scheduling,
understand hardcopy reports printed by the P6 schedule, update the hardcopy reports, and
recommend changes to the schedule to reflect changes in the scope or flow of work.
1.6. Milestones and Contract Completion Timeline

1.6.1. The P6 project schedule will be used for contractual due dates. The late start and the late
finish dates included in the project schedule are the contractual due date deadlines for this
contract. The Successful Responder agrees to collaborate with the MnDOT's PM to
maintain a buffer of project float during project development. Project float is defined as the
difference between the Early and Late Finish dates in the P6 project schedule. Project float
of 20 to 40 days minimum for tasks early in the project schedule will be maintained while
float will be gradually reduced to single digits by the final project tasks.
