RESPONSE DEADLINE: 29 AUG 2025

The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a sole-source contract with IHC America Inc, to purchase updated PLC and Control Network software, hardware, and equipment which translates/broadcasts information and control through the Human Machine Interface (HMI) for Dredge Essayons.

REASON FOR SOLE SOURCE ACQUISITION:

The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b), Soliciting from a Single Source.

The currently installed PLCs are designed to work in conjunction with the currently installed IHC Dredge Control and Management System (DCMS) and are only available from the Original Equipment Manufacturer (OEM).

The Government intends to advertise a solicitation for this project on or about 03 Sep 25. At this time, a solicitation does not exist. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

CAPABILITY STATEMENT SUBMISSION REQUIREMENTS

3. The Government will evaluate the capabilities of an interested party based on their ability to manufacture and supply items equal to those listed above, and the proven reliability of those equal parts through evidence of their installation on other vessels similar to Dredge Essayons.
