Description of Project:
MnDOT’s Office of Sustainability and Public Health (OSPH) is looking for a consultant to update and deliver Complete
Streets 101 technical trainings in 2026 and 2027. The Complete Streets 101 training is for agency staff and partners to
support implementation of the updated MnDOT Complete Streets policy. The proposed approach is to hold 2-3 2-day
training opportunities. Trainings will be the same except for tailoring of a location-specific case study. The curriculum and
materials for this training will build upon a training delivered in spring and summer 2025 to agency staff. This includes
use of an interactive Complete Streets design kit to support an interactive cross-section classroom activity. Updates to
the training curriculum and materials will include new content, including but not limited to municipal and county policies
and agency and state priorities such as greenhouse gas reduction, traveler choice, climate resilience, creative use of our
right of way and improving public health.
OSPH is also looking for the consultant to develop and pilot a Complete Streets “In My Role” technical training for agency
maintenance staff. The training will tailor the Complete Streets content to support maintenance staff in understanding
the policy and its implication for their work. The Successful Responder will work with MnDOT Project Manager and
agency staff to develop training curriculum and materials. The training could be offered virtually or in-person.
Project Tasks:
Task 1 - Project kick-off/Project management - 10%
Under this task, the Successful Responder will work in partnership with the MnDOT Project Manager to facilitate
development and implementation of the training over the course of the contract. This task includes the initial overall
development of the training course, including updating the existing curriculum outline based on feedback from the
previous training and consultant input. Training schedule, duration, and delivery method (in-person or virtual) will be
finalized during this task.
Below is a sample schedule for a 100% in-person training.
Day 1 – 9am-4pm – approximately 6 hours of instruction including an activity and field walk
1. Background, relationship to MnDOT plans & policies
2. MnDOT Complete Streets Handbook and Context Categories
3. Case study overview
4. Safe System Approach and crash trends
5. MnDOT transportation hierarchy tool with activity
6. Field walk
Day 2 – 9am-1pm – approximately 4 hours of instruction, including an activity and course evaluation
1. Multimodal need evaluation & tools
2. Evaluating tradeoffs and cross-section activity
3. Return on investment and economic considerations
4. Complete Streets reporting
5. Best practices panel
Deliverables: 8-10 project coordination meetings (estimated).
Task 2 – Staff Complete Streets 101 Training and Evaluation – 60%
For this task, the Successful Responder will update, facilitate and evaluate Complete Streets 101 training sessions to
advance technical implementation of the agency Complete Streets policy. Training objectives are to:
1. Increase understanding of Complete Streets, a Safe System Approach, flexible design principles, and how
Complete Streets advances aligned agency priorities;

2. Improve technical skills to implement a Complete Streets approach as guided by the MnDOT Complete Streets
policy and Complete Streets Handbook;
3. Increase ability to identify and apply MnDOT Context Categories to Complete Streets planning and design
decision-making process; and
4. Improve ability to leverage different MnDOT guidance and resources when implementing a Complete Streets
approach (e.g., Priority Area for Walking [PAWS], Facility Design Guide, Bicycle Facility Design Manual).
The training will target planning, project management, traffic engineering, project design, and engineering staff – in
particular those who are involved in the transition and management of projects between planning to scoping and who
steward projects through final design. It will also target transportation planning and design consultant staff and
municipal planning and engineering partners.
Each of the 2-3 trainings will feature a unique case study, preferably of a MnDOT project that is on-deck to transition
from planning to scoping. It is anticipated that MnDOT will host one training in fall 2026 and two trainings in
spring/summer 2027 to allow attendance flexibility. Anticipate 25-35 attendees for each training session.
The Successful Responder will:
1. Review feedback from 2025 Complete Streets trainings and update curriculum and materials in collaboration
with MnDOT staff.
2. Develop new curriculum content, including but not limited to municipal and county policies and agency and
state priorities such as greenhouse gas reduction, traveler choice, climate resilience, creative use of our right of
way and improving public health.
3. Develop, distribute, and summarize results from a pre-training survey of participants to gauge their current
understanding of the material.
4. Develop draft and final training materials for an in-person training. This includes an agenda, participant
packet/binder, and an annotated PowerPoint presentation.
5. Facilitate 1 training dry-run session with presenters for each of the 2-3 trainings.
6. Develop materials for 1 unique case study for each of the 2-3 trainings.
7. Develop materials for and facilitate up to 2-3 field walks (one per location).
8. Provide at least two staff to deliver the trainings (or a portion of them) in-person. One training should be hosted
in a Greater Minnesota (rural context), one training should be hosted in the Twin Cities Metro (urban core,
urban commercial, or urban residential context), and one training should be hosted in a Twin Cities suburb
(suburban commercial or suburban residential context).
9. Record at least 1 training session and format into video segments for MnDOT to share as an on-demand, internal
staff resource.
10. Develop evaluation materials to be distributed at the trainings.
11. Review and summarize evaluations and recommend changes for subsequent years.

1. One draft version and one final version of the following:
a. Pre-training survey
b. Training agenda/curriculum

Assumptions: MnDOT staff will lead scheduling, promotion, and registration for the trainings. MnDOT will provide
logistical support if trainings are hosted at MnDOT facilities. Assume 1 training in the Twin Cities Metro and 1-2 in
Greater Minnesota. MnDOT staff are available to support facilitation of the trainings. At least one OSPH staff member will
be on-site at each training and may deliver a portion of the training. MnDOT can provide guidance and content for new
curriculum development. MnDOT can provide support for printing services if needed through the Central Office Print
Shop. MnDOT will have access to and provide appropriate Personal Protective Equipment (PPE) for the field walks. All
deliverables must meet Accessibility and plain language requirements.
Task 3 – Staff Complete Streets “In My Role” Functional Group Training Pilot - 30%
For this task, the Successful Responder will develop and pilot a Complete Streets “In My Role” functional group for
agency maintenance staff to advance staff understanding of the agency Complete Streets policy. Training objectives are
to:
1. Increase understanding of Complete Streets policy and how it applies to maintenance roles.
2. Increase collaboration between maintenance staff, planners, and project managers on the project development
process to better implement Complete Streets policy.
3. Create a feedback loop between maintenance staff and the Office of Sustainability and Public Health to identify
collaboration opportunities and technical assistance needs.
The training will target agency maintenance staff. Anticipate 15-25 attendee group. Timing for the pilot training will be
determined but is anticipated that MnDOT will host it in spring/summer 2027.
The Successful Responder will:
1. Assist MnDOT Project Manager in determining the best delivery method (in-person, virtual, or hybrid) and
duration.
2. Meet with MnDOT staff to determine themes and guide content development.
3. Develop a training outline, highlighting major themes.
4. Develop, distribute, and summarize results from a pre-training survey of participants to gauge their current
understanding of the material.
5. Develop draft and final pilot training materials for the training. This includes an agenda, participant
packet/binder, and PowerPoint presentation with notes.
6. Develop materials for 1-2 project case studies/application exercises for use in the training that will assist
attendees with translating policy and program goals into practical terms.
7. Facilitate 1 training dry-run session with presenters.
8. Provide at least two staff to deliver the pilot training (or a portion of it).
9. Record 1 training session and format into video segments for MnDOT staff to have as a reference.
10. Develop evaluation materials to be distributed at the pilot training.
11. Review and summarize evaluations and recommend changes for subsequent years.
