STATEMENT OF WORK (SOW) FOR THE REMOVAL AND DISPOSAL OF AQUEOUS FILM-FORMING FOAM (AFFF) CLASS B FOAM1. INTRODUCTION & BACKGROUND The Fairfax County Fire and Rescue Department (FRD) requires the removal and disposal of approximately 5,500 gallons of Aqueous Film-Forming Foam (AFFF) Class B foam and the containers in which it is stored. AFFF contains Per- and Polyfluoroalkyl Substances (PFAS), a group of chemical compounds associated with environmental and human health hazards. Proper disposal must align with EPA, DOT, DEQ, and OSHA regulations to prevent contamination and ensure compliance with federal and state guidelines.2. OBJECTIVE The selected contractor will be responsible for the removal, transportation, and disposal of AFFF Class B foam and its containers from two locations in Fairfax County:8601 Morrissette Dr, West Springfield, VA9900 Furnace Rd, Lorton, VABoth sites are accessible by large trucks, and foam containers are situated on hard surfaces and can be moved using pallet jacks.3. SCOPE OF WORK The contractor shall provide all necessary personnel, equipment, and materials to complete the following tasks:Removal and transportation of approximately 5,500 gallons of AFFF Class B foam.Disposal of all foam and associated storage containers (250-330 gallon totes & 5-gallon buckets).o Lorton site: seven 330-gallon totes, five 265 gallon totes, one 55 gallon drum, and eleven 5 gallon buckets.o Morrissette location: four 330-gallon totes and thirty-one 5 gallon buckets.Ensure proper hazardous waste manifesting and chain-of-custody tracking to meet federal and state requirements.Assume full liability for hazardous waste upon removal from FRD sites.Provide all required documentation, including disposal records, manifests, and certificates of destruction.4. REGULATORY COMPLIANCE The contractor must adhere to all applicable federal, state, and local regulations, including but not limited to:Environmental Protection Agency (EPA) guidelines for PFAS disposal.Department of Transportation (DOT) hazardous materials transportation requirements.Virginia Department of Environmental Quality (DEQ) waste management standards.Occupational Safety and Health Administration (OSHA) 1910.120 hazardous waste operations regulations.5. PROJECT SCHEDULE & WORK HOURSStart Date: As soon as possible.Completion Date: No later than June 1, 2025.Work shall occur Monday â Friday, 0700â1600 hours. Any work beyond these hours requires formal written approval in advance.6. DELIVERABLES The contractor shall provide the following deliverables upon completion of work:EPA-compliant waste manifest forms.Certificates of destruction/disposal.Detailed report on disposal methods and facilities used.Final invoice with supporting documentation.7. INSURANCE & LIABILITY REQUIREMENTS The contractor must carry and maintain the following insurance coverage:$1,000,000 General Liability Insurance.$1,000,000 Automobile Liability Insurance.Workerâs Compensation Coverage in compliance with state law.Fairfax County must be indemnified and held harmless against any liabilities arising from improper handling, transportation, or disposal of hazardous materials.8. PAYMENT TERMSPayment will be issued upon submission of all required disposal documentation and approval by FRD.Contractor must submit an invoice that includes supporting records, including manifests and disposal certificates.9.
