I. Introduction
TheCityofBangorisrequestingBidsfromqualifiedfirmsforreplacementofthedomesticwater
boileratCrossInsuranceCenter(CIC),515MainStreetinBangor,Maine. Thescopeofworkwill
include the removal and disposal of existing equipment as well as installation of a new
commercially designed hot water boiler. Bidders will be required to attend a mandatory
scheduled pre-bid meeting. Only attendee bids will be accepted.
II. General Information
Available at the following web address: www.bangormaine.gov/Bids on the City's website. By
submittingaresponsetothissolicitation,theBidderacceptstheresponsibilityfordownloading,
reading,andbiddingbythetermsandconditionssetforthintheCity's"GeneralInformationfor
Vendors."
III. Submission
Forconsideration,submittheBidFormelectronicallyorinanenvelopeviasubmissionmethods
listedbelow.Theenvelopeorsubjectlinemustbeclearlymarkedas"BidNo.P27-19:CICBoiler

Submissions must be received by 2:00 P.M. on Wednesday, September 30, 2026.

opened at the time stated above in the Council Chambers, 1st Floor, 73 Harlow Street, Bangor,
Maine.
AtabulationofallreceivedBidswillbepostedontheCity'swebsiteassoonaspossibleafterthe
opening. Visit www.bangormaine.gov/bids for results. The "Show Closed/Awarded/Cancelled
Bids" box must be checked to see the Bid information.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M.,
Wednesday, Sept. 16, 2026.
TheCitywillprovidearesponseby4:30P.M.onFriday,September18,2026.Thisresponsewill
be in the form of an addendum, accessible on the City's website. Notifications will be sent to
those who have signed up to receive notifications at www.bangormaine.gov/bids through
NotifyME. Notifications will be sent when new addenda are released.
V. Late Bids
It is the responsibility of the Bidder(s) to see that their Bids have sufficient time to be received
by the Purchasing Department before the submittal deadline. Any Bid, portion of a Bid, or
requested Bid revision received at the City Purchasing Department after the time and date
specified will be returned to the Bidder unopened or, if by electronic submission, deleted
without being opened.
VI. Withdrawal of Bids
NoBiddermaywithdrawtheirBidforaperiodofninety(90)daysfromthedateofopening.All
Bids shall be subject to acceptance by the City during this period.
To withdraw a Bid prior to the opening, the Bidder shall request the withdrawal in writing. All
costs associated with the withdrawal (i.e., mailing fees) will be borne by the Bidder.
VII. Rejection
TheCityreservestherighttorejectanyBids,waiveanyinformalitiesordefectsinBids,oraccept
ahigher-costBidifitisdeemedtobeinthebestinterestoftheCity.TheCityalsoreservesthe
right to request clarification of any details from the successful Bidder.
VIII. Information for Bidders
A. Tax Exclusion: All Federal and State taxes must be excluded from the Bid price. Upon
request, a tax exemption certificate for the City of Bangor shall be furnished to the
successful Bidder.
B. Bid Forms and Other Requirements: The Bid Form and all requirements listed must be
completed and returned with the Bid to be considered responsive.

C. Required Insurance: Bidders are required to maintain the following insurance policies
throughoutthelifeoftheprojectandnametheCityofBangorasanadditionalinsured
where applicable and may be required to provide proof:
1. Worker's Compensation Insurance Statutory
2. Employer's Liability Insurance $500,000 each accident
$500,000 disease - policy unit
$500,000 disease - each employee
3. Comprehensive Automobile Liability $1,000,000 combined, single limit per
accident
4. Commercial & General Liability $2,000,000 combined single limit
$4,000,000 aggregate
5. Professional Liability (Errors & $2,000,000 per occurrence
Omissions) $4,000,000 aggregate
IX. Qualifications and Selection Criteria
Each Bid will be evaluated based upon the following criteria:
A. Bidders must provide the contact information for at least three (3) references.
ReferencesshouldspeaktotheBidder'sabilityandexperienceasitrelatestothemand
this project.
B. Cost of materials.
C. Availability.
X. Pre-Bid Meeting and Site Visit
TherewillbeaMANDATORYpre-bidmeetingat11:00AMonTuesday,September15,2026,at
theCrossInsuranceCenter,515MainStreet,Bangor,Maine.Thesitevisitwillfollowthepre-bid
meeting.
XI. Scope of Work
A. Workwillincludethereplacementofone(1)Lochinvardomestichotwaterboiler
and the installation of one (1) new replacement boiler.
B. ReplacementboilershouldbesizedappropriatelyfortheCrossInsuranceCenter.
C. Additional work will also include replacing the existing circulators, expansion
tank, controls, valves, and gauges in the existing boiler room.
D. New boilers must integrate into existing Honeywell zone controls.
E. All pipes in the boiler room are to be insulated to the extent possible.

F. The boilers will fire on natural gas.
G. The existing masonry chimney is to be updated, as required by the Code.
H. Successful Bidder will need to coordinate and work with the Director of
Operations or their designee.
I. The successful Bidder will need to remove and dispose of the existing boilers as
well as other removed parts and equipment in accordance with all applicable
Federal, State, and local laws and regulations.
J. Successful Bidder must acquire required permits and inspections.
