I. Introduction
The City of Bangor (referred to as "City") requests bids to furnish and deliver two (2) vehicles as
described in this RFB. The City reserves the rights to choose separate vendors for each vehicle if
deemed in the best interest of the City.

The vehicles shall be new, current-year trucks furnished and delivered in accordance with the
attachedspecifications.TheCitywillconsideralternatebidsforthepurchaseofunsoldprevious-year
models if they meet or exceed the requested specifications.
II. General Information
Available at the following web address: www.bangormaine.gov/Bids on the City's website. By
submitting a response to this solicitation, the Bidder accepts the responsibility for downloading,
reading, and bidding by the terms and conditions set forth in the City's "General Information for
Vendors."
III. Submission
For consideration, submit the Bid Form (page 7) and all materials requested in Section XII.
Specifications(pages5and6)electronicallyorinanenvelopeviasubmissionmethodslistedbelow.
The envelope or subject line must be clearly marked as "Bid No. P27-22 34 Ton Trucks."
Submissions must be received by 2:00 P.M. on Wednesday, September 30, 2026.
Submission of documents can be completed by:

B. Hand Delivery to Customer Service, 73 Harlow Street, Bangor, ME; or

Bangor, Maine.
A tabulation of all received Bids will be posted on the City's website as soon as possible after the
opening date. Visit www.bangormaine.gov/bids for results. The "Show Closed/Awarded/Cancelled
Bids" box must be checked to see the Bid information.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M.,
Tuesday, Sept. 15, 2026.
The Citywillprovidearesponse by 4:30P.M. onFriday,September 18,2026. Thisresponse willbe
intheformofanaddendum,accessibleontheCity'swebsite.Notificationswillbesenttothosewho
have signed up to receive notifications at www.bangormaine.gov/bids through NotifyME.
Notifications will be sent when new addenda are released.
V. Late Bids
ItistheresponsibilityoftheBidder(s)toseethattheirBidshavesufficienttimetobereceivedbythe
Purchasing Department before the submittal deadline. Any Bid, portion of a Bid, or requested Bid
revision received at the City Purchasing Department after the time and date specified will be
returned to the Bidder unopened or, if by electronic submission, deleted without being opened.
VI. Withdrawal of Bids
NoBiddermaywithdrawtheirBidforaperiodofninety(90)daysfromthedateofopening.AllBids
shall be subject to acceptance by the City during this period.
TowithdrawaBidpriortotheopening,theBiddershallrequestthewithdrawalinwriting.Allcosts
associated with the withdrawal (i.e., mailing fees) will be borne by the Bidder.
VII. Rejection
The City reserves the right to reject any Bids, waive any informalities or defects in Bids, or accept a
higher-costBidifitisdeemedtobeinthebestinterestoftheCity.TheCityalsoreservestherightto
request clarification of any details from the successful Bidder. The evaluation of Bids and
determination of the award will be at the discretion of the City and its judgment shall be final and
without right of recourse by any Bidder.

VIII. Information & Requirements for Bidders
A. TaxExclusion:AllFederalandStatetaxesmustbeexcludedfromtheBidprice.Uponrequest,
a tax exemption certificate for the City of Bangor shall be furnished to the successful Bidder.
B. BidFormandRequirements:TheBidForm(page7)andallmaterialsandacknowledgements
(pages5and6)requestedinSectionXII.Specificationsmustbecompletedandreturnedwith
the Bid to be considered responsive. Any exception to the provisions in Section X.
Specifications must itemized on a separate page titled "Exceptions," referenced by section,
subsection, and number, along with a detailed explanation of the exceptions.
C. Inspection:Thevehiclesandallequipmentmustbethoroughlyinspected,serviced,andready
for use upon delivery. All work performed must meet established industry standards of
qualitytobeacceptable.Anyunacceptableworkmustbecorrectedbeforepaymentisissued.
D. Award: The City reserves the right to award this bid to separate vendors for each vehicle if
deemed in the best interest of the City. The award will be based on one or more of the
following:
a. Quality and performance of the vehicle(s) offered.
b. Availability of vehicle.
c. Prior history with the Bidder and/or vehicle offered. If there is no history or
experience, references may be requested, and required, of bidder prior to formal
award.
d. Cost.
IX. Specifications
The specifications listed below represent the City's basic requirements for the vehicles requested.
The specifications should be viewed as a guideline for the City's needs and not an absolute
minimum or maximum requirement. Alternate specifications will be considered.
