I. Introduction
The City of Bangor Department of Public Works (DPW) is soliciting bids from qualified vendors for
the purchase and delivery of one (1) HydroSeeder, Model T75 or approved equivalent. The
equipment will be utilized for municipal turf establishment, erosion control, roadside stabilization,
and related public works operations.
TheCityseeksequipmentthatisdurable,reliable,andsuitableformunicipaluseinvaryingoperating
conditions.
General Information
Availableatthefollowingwebaddress:www.bangormaine.gov/proposals ontheCity'swebsite.By
submitting a response to this solicitation, the Bidder accepts the responsibility for downloading,
reading, and bidding by the terms and conditions set forth in the City's "General Information for
Vendors."
II. Submission
For consideration, submit the Bid Form (page 4) and all materials requested in Section VIII
Specificationelectronicallyorinanenvelopeviasubmissionmethodslistedbelow.Theenvelopeor
subject line must be clearly marked as "Bid No. P27-21: HydroSeeder."
Submissions must be received by 2:00 P.M. on Wednesday, September 30, 2026.
Submission of documents can be completed by:
A. Emailing to bids@bangormaine.gov; or
B. Hand Delivery to Customer Service, 73 Harlow Street, Bangor, ME; or
C. US Post Office addressed to 73 Harlow Street, Purchasing Department, Bangor, ME 04401
(items must be received by the deadline); or

D. All Other Delivery Services to City of Bangor: Purchasing Department, 73 Harlow Street,
Bangor, ME 04401 (bid must be received by the deadlines).
All submissions should reference "Bid No. P26-21: HydroSeeder." Bids will be publicly opened at
the time stated above in the Paul Bunyan Room (first floor by the side elevator), 73 Harlow Street,
Bangor, Maine.
A tabulation of all received bids will be posted on the City's website as soon as possible after the
opening date. Visit www.bangormaine.gov/bids for results. The "Show Closed/Awarded/Cancelled
Bids" box must be checked to see the bid information.
III. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M.,
Tuesday, September 15, 2026.
The Citywillprovidearesponse by 4:30P.M. onFriday, September 18,2026. This response willbe
intheformofanaddendum,accessibleontheCity'swebsite.Notificationswillbesenttothosewho
have signed up to receive notifications at www.bangormaine.gov/bids through NotifyME.
Notifications will be sent when new addenda are released.
IV. Late Bids
ItistheresponsibilityoftheProposer(s)toseethattheirbidshavesufficienttimetobereceivedby
the Purchasing Department before the submittal deadline. Any bid, portion of a bid, or requested
bid revision received at the City Purchasing Department after the time and date specified will be
returned to the Bidder unopened or, if by electronic submission, deleted without being opened.
V. Withdrawal of Bids
NoBiddermaywithdrawtheirbidforaperiodofninety(90)daysfromthedateofopening.Allbids
shall be subject to acceptance by the City during this period.
Towithdrawabidpriortotheopening,theBiddershallrequestthewithdrawalinwriting.Allcosts
associated with the withdrawal (i.e., mailing fees) will be borne by the Bidder.
VI. Rejection
The City reserves the right to reject any bids, waive any informalities or defects in bids, or accept a
higher-costbidifitisdeemedtobeinthebestinterestoftheCity.TheCityalsoreservestherightto
request clarification of any details from the successful Bidder. The evaluation of bids and
determination of the award will be at the discretion of the City and its judgment shall be final and
without right of recourse by any Bidder.
VII. Information for Bidders
A. AllFederalandStatetaxesmustbeexcludedfromthebidprice.Uponrequest,ataxexemption
certificate for the City of Bangor shall be furnished to the successful Proposer.

B. RequiredForm:TheBidForm,includedwiththisrequestmustbecompletedandreturnedfor
a bid to be considered.
C. Inspection: The equipment must be thoroughly inspected, serviced, and ready for use upon
delivery. All work performed must meet established industry standards of quality to be
acceptable. Any unacceptable work must be corrected before payment is issued.
D. Exceptions: Any exception to the provisions in section VIII. Specifications must itemized on a
separate page titled "Exceptions," referenced by section, subsection, and number, along with
a detailed explanation of the exceptions.
VIII. Specifications
The proposed unit shall be new, current production equipment and shall meet or exceed the
following minimum specifications:
HydroSeeder tank capacity: approximately 750 gallons.
Trailer-mounted configuration.
Heavy-duty steel tank construction.
Mechanical agitation system and hydraulic recirculation system.
Gasoline or diesel-powered engine sized appropriately for hydroseeding operations.
Centrifugal pump capable of handling standard hydroseeding slurries containing mulch,
seed, fertilizer, and tackifier.
Hose reel with a minimum of 100 feet of discharge hose.
Remote discharge nozzle assembly.
Electric start system.
Safety chains, lighting, and roadway-compliant trailer equipment.
Corrosion-resistant finish.
Manufacturer's standard safety equipment and guards.
Complete operating manuals and maintenance documentation.

2" Pump Fill Package - including suction, discharge hose with quick disconnect fittings &
strainer.
Bidders offering an approved equal product shall clearly identify all deviations from the stated
specifications and provide literature demonstrating equivalent or superior performance.
