(Owner) is requesting Bids for the construction of the following Project:
PC26-046 SRF Area P-11 Improvements

Bids for the construction of the Project will be received electronically by the City of Panama City
Purchasing Division
, until Wednesday, October 7th, 2026, at 11:00am Central Time. At that time, all Bids received will be publicly opened and read at City Hall Lower Level Room 010 located at 501 Harrison Avenue, Panama City, FL 32401.
The Project includes the following Work:
The project involves the replacement of approximately 5,962 linear feet of road, 14,601 linear feet
of water line, 4,953 linear feet of sewer line, and 5,579 linear feet of sewer lining. This project is
located in the Cove neighborhood of Panama City and involves work along E. Beach Dr., Cherry St.,
Harmon Ave., Wilson Ave., Allen Ave., Linda Ave., Hamilton Ave., N. Cover Blvd., N. MacArthur
Ave., N. Palo Alto Ave., N. Bonita Ave., E. 1st Ct., E. 2nd St., E. 2nd Ct., and E. 2nd Pl.
The Project has an expected duration of 365 days.
Non-Mandatory Pre-bid Conference
A non-mandatory pre-bid conference for the Project will be held on Wednesday, September 16th, 2026,
at 11:00am Central Time in Lower Level Room 010 of City Hall located at 501 Harrison Avenue, Panama
City, FL 32401.
Attendance at the pre-bid conference is encouraged but not required.

Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing office.

The City shall not be liable for any costs incurred by any bidder in connection with its response to this Invitation to Bid.
The City is not responsible for any delayed, late, lost, misdelivered, or non-delivered Bids, no matter the cause.
The City of Panama City reserves the right to waive any minor informalities in the solicitation documents, to postpone the bid opening, to accept or reject any and all Bids, competitive or otherwise, in whole or in part, and to waive any minor irregularities, scrivener’s errors, minor omissions, minor deviations, and/or technicalities in any Bid, to obtain new Bids, to readvertise for new Bids, or to abandon the project in its entirety pursuant to the applicable section of the Florida Statues, the City Charter, the City codes, this ITB, and/or the City’s purchasing policies as they may deem to be in the best interest of the City.
