Bid Title: COUNTY GOVERNMENT CENTER BUILDING – INFRASTRUCTURE AND PARKING IMPROVEMENTS COURTHOUSE BRIDGE REPLACEMENT

Sealed Bids for the above referenced Bid Number and Title will be received until 3:00 PM on October 30, 2024 at the Rockland County Purchasing Department, 50 Sanatorium Road, Bldg. A, 6 th Floor, Pomona, NY 10970, at which time they will be publicly opened and read.

IMPORTANT NOTICE - Bid Distribution:

Copies of Bidding Documents obtained from any other source are not considered official copies. Only those vendors who obtain Bidding Documents from the Empire State Purchasing Group's Bid Notification System are guaranteed to receive addendum information, if such information is issued. Description of Work: This project is the replacement of the existing Pedestrian Bridge at the Rockland County Courthouse, 1 South Main Street, New City NY. The steel bridge is approximately twenty-five years old and has reached the end of its life expectancy. The bridge will be replaced in kind with certain modern amenities such as integrated lighting and a combination of galvanized and painted finish. The concrete abutments are in good shape and will remain. Special care shall be taken to maintain visitor and employee access to the Courthouse throughout the demolition and replacement of the bridge. Separate contracts will be issued for General Construction and Electrical Construction.

Bids are being solicited for and separate contract(s) will be issued in accordance with the Wicks Law for the following trades:

The total Contract Time from the issuance of the Notice to Proceed until the total closeout of the project shall be 425 calendar days. The Contract Time to perform the construction work shall be 365 calendar days from the issuance of the Notice to Proceed to Substantial Completion.

The Bid security or deposit required to accompany this Bid is Ten Percent (10%) of the total Bid price in the form of a Certified Check or Bid Bond. Payee to be: Commissioner of Finance, County of Rockland, 50 Sanatorium Road, Building A, 8 th Floor, Pomona, New York 10970.

Bid bonds/Bid checks will be returned after award of the contract to the successful Bidder or the rejection of all Bids.

Pre-Bid Meeting: A Pre-Bid Meeting will be held on Thursday, October 17, 2024 at 10:00 A.M. ,at the Facilities Management Conference Room, 2 nd Floor Building A, at the Dr Robert L Yeager Health Center, Pomona NY 10970.

The County reserves the right to waive any irregularity in Bidding deemed in its sole discretion to be non-substantive or technical in nature, and to reject any or all Bids and to accept any Bid or Bids as submitted, or as modified, which in the opinion of the County will be in the best interest of the County of Rockland.

The Bid of each Bidder shall contain the certification to non-collusive Bidding as set forth in Section 103-d of the New York State General Municipal Law, included in the specifications. Bidders must strictly comply with this requirement.

Filing Section 8 Bidding Forms 8.0 to 8.10 of the Contract Documents is mandatory when submitting your Bid for this project.
