Industry Day Summary
Event Held on: 16 May 2025
The Industry Day regarding the Unaccompanied Enlisted Personnel Housing (UEPH) project was held on 12 May 2025. The U.S. Army Corps of Engineers (USACE) – Baltimore District (NAB) presented the attached slides to show the complexities of the project to gain knowledge and expert opinions on the current Courses of Action (COA’s) that are under consideration.
After the presentation and discussing the complexities of the project, Industry indicated their preference was for two (2) separate contracts (one for the Relocatable Barracks (RLBs) and one for the UEPH project) to minimize risk.
USACE-NAB then submitted the following Requests for Information (RFI’s):

USACE Baltimore District Industry Day Event
PROJECT: Unaccompanied Enlisted Personnel Housing (UEPH), Joint Base Myer-Henderson Hall, Virginia.
TIME: 0900 – 1730 EDT
LOCATION: George H. Fallon Federal Building – 31 Hopkins Plaza, Baltimore, Maryland 21201.
This special notice is an announcement to advise of an upcoming Industry Day Event that will take place on 12 May 2025 at 0900 EDT. This event is to provide information regarding the Unaccompanied Enlisted Personnel Housing (UEPH) project and the challenges it faces.
There will be a presentation by USACE followed by a Question-and-Answer session, then One on One Sessions. There are a total of six (6) slots for the One-on-One Sessions, if interested, please email both Amber Rose at amber.L.rose@usace.army.mil and Tamara Bonomolo at tamara.c.bonomolo@usace.army.mil no later than 06 May 2025 and include your capability statement along with your companies bonding capability with similar scope of work.
Scope of Work:
Construct standard design barracks to include living quarter suites to accommodate 200 Soldiers, clothes steam and barber rooms. Primary facilities include cybersecurity and antiterrorism/force protection (AT/FP) measures, building information systems, fire protection and alarm systems, intrusion detection system (IDS) installation, and energy monitoring control systems (EMCS) connection. Sustainability and energy enhancement measures are included. Supporting facilities include site development with demolition, utilities and connections, steam for clothes pressing room, storm drainage, paving, parking, walkways, lighting, information systems, landscaping, and signage. Heating and air conditioning will be provided by a self-contained system. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Building standards will be provided. Comprehensive building and furnishings related design services are required. Access for individuals with disabilities will be provided as appropriate. Facilities will be designed to a minimum life of 40 years in accordance with DoD’s Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Demolish 16 buildings at Joint Base Myer-Henderson Hall, VA (30,897 Total SF). Air conditioning (Estimated 420 Tons).
Fallon Building Entrance Instructions:
People visiting the Fallon Building and HCS Professional Development Academy will need to enter through the main entrance on the plaza-side of the building.
Once through security (if they do not have a PIV or CAC) then the individuals will go to the elevator bay and take an elevator down to G (Ground). The HCS Professional Development Academy is located opposite IRS. I mention that because there are prominent signs for IRS but not the Academy. Once IRS is located, the individual will essentially look behind them for the main entrance at the Academy.
Once arrived, the guests will need to ring the grey circular button/bell to notify personnel that there is someone at the door. We will admit them and provide them direction to the classroom.
