The purpose of this Request for Proposal issued by the Commonwealth of Virginia's Department of the Treasury through its Treasury Board is to solicit sealed proposals from duly qualified and eligible entities prepared to provide tax-exempt and taxable lease financing for the acquisition of certain equipment and certain energy efficiency projects as defined fully in Section IV. B, page 4, through a lease purchase financing arrangement.
