NOTICE OF REQUEST FOR FAIR AND OPEN PROPOSAL
Pursuant to N.J.S.A. 19:44A-20.4 et seq, the City of Clifton is soliciting a Fair and Open
Proposal for Community Development Specialists Planning & Technical Services for the
contract period of one (1) year from the date of contract award. Proposals shall be endorsed
"Community Development Specialists Planning & Technical Services" and delivered to
Amisha Jariwala, Purchasing Agent, City of Clifton, 900 Clifton Avenue, Clifton, New Jersey
07013.

SCOPE: The intent of the following specifications from City of Clifton is to outline the minimum most
requirements, expectations, and scope of work, for experienced from Community Development
Specialists interested in submitting a proposal for a contract to undertake planning & technical services
for CDBG activities and the preparation of Community Development and other applications for federal
funding.
The City of Clifton is now accepting proposals from Community Development Specialists to undertake
planning & technical services for CDBG activities and the preparation of Community Development and
other applications for federal funding.
Note: Consultant must certify that he/she is trained in HUD's Community Planning & Development
Integrated Disbursement & Information System with current one year experience on the system.
The various work items to be undertaken will include such items as the following:
Preparation of Community Development Year 53 Action Plan (2027-2028) Consolidated and Action
Plan; Certification; SF424 and all other documents required for HUD submission.
Preparation of Environmental Reviews for Year 53 Projects and additional projects that may result in
Amendments to Previous Year Budget Lines and submission into HUD's HERO's program;
Any necessary planning surveys of eligible areas and projects for inclusion in the 46th - 53rd Year's
Community Development Application;
Preparation of Yr. 52 CAPER and/or Grantee performance reports prepared with the HUD IDIS, Federal
Reporting and Esnaps, including analysis of project status, expended and unexpended balances, status of
program income funds, direct benefit activities, actions to affirmatively further fair housing and
rehabilitation activities;
Miscellaneous technical assistance such as filling out Hud questionnaires and requests for information as
well as Section 3 reporting, bi weekly drawdowns, sub-recipient monitoring & reports, etc.
CARES Funding should be factored into this proposal depending on further notification from the
Department of Housing and Urban Development.
Please note that the contract will be subject to the terms and conditions of 2 CFR Part 200

Please also supply list of experience in CDBG funded programs.
Must comply with P.L. 1975 Chapter 127 (N.J.A.C. 17:27) Mandatory Affirmative Action Language.
