Description


The City of Atlanta, on behalf of the Department of Aviation, will shortly undergo a Multi-Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB) towards the procurement of qualified contractors to provide comprehensive janitorial services for the Plane Train system and associated administrative and operational facilities at Hartsfield-Jackson Atlanta International Airport.
Interested vendors during the prequalification phase will be evaluated on their demonstrated experience providing janitorial services in complex, high-traffic, 24/7 operational environments, including transit systems, public-facing facilities, and secure airport settings. Evaluation will consider the contractor¿s staffing capacity, safety training, quality assurance practices, emergency response capability, and ability to perform in accordance with TSA/SIDA access requirements, OSHA standards, and airport operational needs.
The City¿s expectation is that the selected contractor will deliver timely, compliant, and high-quality janitorial services that support cleanliness, passenger and employee health and safety, operational continuity, and the overall customer experience within the Airport¿s train systems and related facilities. A Pre-Solicitation Conference will be noticed and held to provide more details and address questions.

Scope of Work for Janitorial Services - Airport Train Systems
Introduction
Hartsfield-Jackson Atlanta International Airport (ATL) seeks a qualified contractor to
provide comprehensive janitorial services for its Plane Train, and associated facilities.
Services must ensure safe, hygienic, and presentable conditions for passengers and staff
within a 24/7 operational environment. The contractor must provide a professional, well-
trained workforce, high-performance cleaning standards, and responsive emergency
services.
Objectives

* Maintain train systems, facilities, and adjacent areas in a state of cleanliness that
meets ATL's standards.

* Ensure passenger and employee health, safety, and comfort by implementing
industry best practices.

* Deliver rapid response for emergencies and special events.

Contractor Responsibilities
* Provide all labor, supervision, equipment, and supplies necessary to perform

* Maintain sufficient staffing at all times to meet daily, nightly, and periodic cleaning
requirements.
* Ensure all employees receive proper training in OSHA safety, HAZMAT handling,
bloodborne pathogens, slip/fall prevention, and use of airport reporting systems.
* All staff must be airport security badged and comply with TSA/SIDA access
requirements.
* Provide all necessary PPE, barricades, and signage.
* Submit daily service logs, monthly QA checklists, and corrective action reports.
* Respond immediately to urgent issues, hazards, or spills.

Scope of Services
Daily Cleaning - Plane Train (Operational Hours)
* Remove trash, debris, and spills from seating areas, floors, and aisles.
* Spot clean handrails, poles, door handles, and glass.
* Floors dry-mopped and damp-mopped as needed; ensure no slip hazards.
* Response time for passenger-generated messes: within 15 minutes of notification.
Nightly Deep Cleaning - Plane Train (After Hours)
* Sweep and mop all floors with neutral cleaner. T
* Disinfect high-touch surfaces: handrails, poles, seats, and door ends.

* Spot clean interior windows, doors, walls, and ceilings.
* Monthly: full interior detailing of each car.

* Quarterly: exterior glass cleaning, coordinated with O&M.
Facility Cleaning - Administrative & Operational Areas

* Offices: cleaned daily (trash removal, vacuuming, dusting, glass cleaning, restroom
service).

* Restrooms: disinfected 3x daily; restocked and odor-free at all times.
* Breakrooms: cleaned and disinfected daily; appliances cleaned monthly.
* Stairs, landings, and maintenance shop areas cleaned per schedule, with caution
around machinery.
* Carpets: spot cleaned weekly, deep cleaned annually.
* Floors: stripped and waxed annually; shop epoxy floors maintained per O&M
supervisor.
Specialized Cleaning
* Biohazard/spill response within 15 minutes of notification.
* Enhanced disinfection during public health advisories.
* Surge staffing during peak passenger travel periods or emergencies.

Performance Standards
* Floors: No visible debris, streak-free after mopping, spills resolved within 10
minutes.
* Restrooms: Stocked at 100% availability, odor-free, sanitized multiple times daily.
* Glass/Windows: Free from smudges, fingerprints, and streaks.
* QA Inspections: Minimum 95% pass rate; deficiencies corrected within 24 hours.
* Response Times: Urgent safety hazards within 15 minutes, routine issues within 2
hours.

Staffing & Supervision
* Minimum staffing levels must be maintained per shift (day/night/overnight),

* One on-site supervisor per shift to manage staff and serve as ATL's point of contact.

Emergency & Special Event Coverage
* Contractor must maintain an on-call crew 24/7 for emergencies, including
biohazards, spills, or service disruptions.
* Contractor must provide surge staffing for special events, holidays, or periods of
unusually high passenger volume, with prior coordination.
Reporting & Documentation
* Daily service logs including areas cleaned, issues identified, and corrective actions.
* Incident reports for safety hazards, spills, or damage.

* Annual review of services with ATL management.

Exclusions
* The scope of services does noAt include graffiti removal, pest control, or
mechanical/electrical cleaning of train systems. These services remain the
responsibility of other designated vendors.

* Renewal options: Two (2) extensions of 2 years each, subject to ATL's approval and
contractor performance.
