Description: The purpose of the RFP is to obtain proposals for securing services of a qualified Firm to provide transportation management services for the County’s Department of Social Services, Early Intervention and Preschool Unit. The County is required to provide transportation to/from service providers under Public Health Law §§2545(3) and 2559-a for children in the EI Program and under Education Law §4410(8) for children in the Preschool Program. Such transportation is either provided by parents, the associated costs of which are reimbursed by the County, or by contract as further described herein. The County currently contracts with two (2) bus companies (which may hereinafter be collectively referred to as the “Bus Companies”) to provide transportation services for those children in the Programs whose parents cannot provide transportation. In the 2023-24 school year, the Bus Companies transported a total of approximately eight hundred forty-five (845) children to service provider locations within and outside Ulster County. The County also has several transportation agreements in place with parents for mileage reimbursement. In the 2023-24 school year, approximately one hundred thirty-eight (138) children were transported in accordance with such agreements (hereinafter referred to as “Parent Transportation Agreements”) to service provider locations within and outside Ulster County.
