New York Attributes Tracking System (NYGATS)

Description of goods to services to be bid:

The New York State Energy Research and Development Authority (NYSERDA) requests proposals from qualified parties to design, build, implement, operate, maintain and administer the web-based electronic, all generation attribute tracking system, New York Generation Attribute Tracking System (NYGATS). NYGATS is owned by New York State.

NYGATS issues and tracks electronic certificates recording all generation attributes associated with each megawatt-hour of electricity generated within the state and for electricity imported into and consumed in New York State. NYGATS is designed to interface and exchange information with other certificate tracking systems. NYGATS also supports New York’s Environmental Disclosure Program (EDP), the Renewable Portfolio Standard (RPS), the Clean Energy Standard (CES), Climate Leadership and Community Protection Act (CLCPA) and voluntary green power or renewable energy certificate purchases (among other policies and programs). NYSERDA anticipates awarding one contract for an initial term to include the further development and transition of NYGATS and a period of five years of operation, administration and maintenance; such term may be extended by mutual agreement with two (2) five-year options to extend for a total contract of up to 15 years.
