Project Description: Sealed proposals for the City of Carbondale Concrete Driveway Apron Replacement, Columbia Hose Co. #5, 2 South Main Street, Carbondale, Lackawanna County, Pennsylvania, will be received by PennBid until 2:00 p.m. on May 18, 2026. All properly submitted proposals will be publicly opened and read at the regularly scheduled Carbondale City Council Meeting at 6:00 p.m. on the same date.
Scope of Work:
The work on this project will include but is not limited to the removal and replacement of an 18’ x 50’ concrete driveway apron.
Project drawings and specifications may be obtained at PennBid. Request can be made at (https://pennbid.bonfirehub.com/).

Bidders’ proposals must be accompanied by a certified check, certified bank treasurer’s check, bank cashier’s check or bid bond in the form provided in the Contract Documents. A satisfactory corporation surety shall provide security in an amount equal to 10% of the base bid. The surety shall name as payee or obligee the City of Carbondale.
A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract.
A no-lien agreement will be required to be signed and filed by the contractor before any work begins on the project.
Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act of October 27, 1955, P.L. 744, and the Pennsylvania Prevailing Wage Act 442 of August 15, 1961, as amended on August 9, 1963.
All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, and shall be accompanied by 10% bid guaranty, payable to the Owner.
The Owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto.
A Pre-bid Conference will be held at Carbondale City Hall, 1 North Main Street, Carbondale, PA 18407 on Tuesday, May 12, 2026 at 10:00 a.m. for the purpose of reviewing the project.
